July 11, 1972 <br /> <br /> WHEREAS, the sale of said property has been duly advertised and a bid has been received <br /> in accordance with Section 2.09(b) of the Charter of the City of Portsmouth; and <br /> <br /> ~7qEREAS, the bid, (a copy of which is attached hereto) was submitted in response <br /> to said advertisement of sale. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that the City Manager is hereby authorized to sell the following described property: <br /> <br /> All those certain lots, pieces, or parcels of land situate in the <br /> City of Portsmouth, Virginia, known, numbered and designated as Lots <br /> 10, and 11 as shown on the plat of a subdivision into lots of land of <br /> the West Port Norfolk Land Company, duly recorded in the Clerk's Office <br /> of the Circuit Court of the City of Chesapeake (formerly .?~orfolk County, <br /> Virginia), in Map Book 6, page 81, to which reference is hereby made. <br /> <br /> NOW~ THEREFORE, BE IT FURTHER RESOLVED ~hat the City Manager is authorized to accept <br /> the bid of Frank C. ~itchell and is authorized to execute all documents necessary to close <br /> such transaction and convey said land to Frank C. ~4itchell within a reasonable period <br /> of time." <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barn~s <br /> Nays: None <br /> <br /> 72-288 "I submit the attached resolution and recommend it be adopted. This approves <br /> the General Neighborhood Renewal Plan for the Southside Area, Va. R-71. The City Council <br /> adopte~d a resolution at its mee'ting on June 13, 1972; however, there is a paragraph not <br /> acceptable to the Department of Housing and Urban Development. <br /> <br /> The paragraph from the previous resolution not acceptable to HUD reads as follows: <br /> <br /> ~That it is hereby found and determined that the General Neighborhood Renewal <br /> Plan for the General Neighborhood Renewal Area conforms to the ~eneral ~lan <br /> of the City of Portsmouth and to the Workable Program for Community Improvement.~ <br /> <br /> The suggested wording that is acceptable reads as follows: <br /> <br /> 'That it is hereby found and determined that the General Neighborhood Renewal <br /> Plan for the General Neighborhood Renewal Area conforms to the General Plan <br /> of the City of Portsmouth and to the Workable Program for Community Improvement <br /> or where any variance exists between same General Plan of the City of Portsmouth <br /> and the Workable Program for Community Improvement with the G.N.R.P., such <br /> variance will be amended to place the General Plan of the City of Portsmouth <br /> and the Workable Program for Community Improvement into conformity with the said <br /> G.N.R.P.~ <br /> <br /> It is my understanding, should the Council adopt the amended resolution, that it <br />will not prevent the Council from amending any part of the G.N.R.P. at a future date that <br />is not acceptable. It is necessary that the resolution be adopted prior to July 15 in <br />order to insure that funds will be reserved by LoD for the Southside program and the local <br />credits for the Effingham Street remain eligible.- <br /> <br /> l~otion of >4r. Joh~nson, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION APPROVINS A GENERAL NEIGHBORHOOD RENEWAl PLAN FOR THE SOUTHSIDE <br /> AREA VA. R-71. <br /> <br /> WHEREAS, pursuant to the provisions of Title I of the Housing Act of 1949, as amended, <br />the Portsmouth Redevelopment and Housing Authority has entered into a contract, designated <br />Contract No. VA. R-71 (G-N) (A) with the Federal Government pursuant to which the oovernmen~ <br />has made available to the Portsmouth Redevelopment and Housing Authority financial assist- <br />ance for the preparation of a General Neighborhood Rene~4at Plan for the General Neighborhood <br />Renewal Area designated as Southside in the City of Portsmouth, Virginia; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority proposes to undertake <br />with Federal financial assistance one or more urban renewal orojects in the above-described <br />General Neighborhood Renewal Area; and <br /> <br /> WHEREAS, there has been prepared and referred to the Portsmouth City Council for <br />review and approval a General Neighborhood Renewal Plan for the General Neighborhood Renewal <br />Area, dated May, 1972 entitled "Southside General Neighborhood Renewal Plan,:~ consisting <br />of seventeen pages and five exhibits; and <br /> <br /> WHEREAS, the General Neighborhood Renewal Plan has been~approved by the Commissioners <br />of the Portsmouth Redevelopment and Housing Authority, as evidenced by the copy of the <br />Commissioners' duly certified resolution approving the General Neighborhood Renewal Plan <br />which is attached hereto; and <br /> <br /> WHEREAS, there have also been presented to the Portsmouth City Council certain suppleme .tar) <br />data, including data respecting estimated grant-in-aid requirements, relocation requirement~ <br />and resources, and governmental actions required to carry out said General Neighborhood <br />Renewal Plan; and <br /> <br /> <br />
