July 11~ 1972 On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was on first reading, and by the following vote: "AN ORDINANCE TO APPROPRIATE $12,570.00 FROM THE GENERAL FUND TO SUPPORT RECREATION PROG~J~[S." approve~ Ayes: Early, Hol±ey, Johnson, King, Smith, Wentz, Barnes Nays: None ?2-286 - "Bids were received on July 10, 1972 for the sale of the City-owned property lo- cated on Washington Street near the intersection of Crawford Parkway. Two bids were received as follows: ~ Jefferson D. Brown, representing Manor House Corporation Portsmouth Elderly Housing, Inc. $111 ~ s ,~0~ ~lnl~S00 Both bids meet the requirements of the legal ad advertising the property for sale. The appraised value of the property has been established at $67,000 and both bids are over the appraised value by a minimum of $34,500. The City Charter provides that to sell the property, it will require six (6) affirmative votes. It is in the best interests of the City that the property be awarded tonight." The following letter received from H. T~omas Fennell, Jr., Attorney, was read: "The undersigned respectfully, requests permission to speak to the City Council at its meeting on July 11, 1972, in connection with the sale.of the real estate bounded on the north by Crawford Parkway, on the ~ast by Dinwiddie Street, on the south by an alley, and on the west by Washington Street." Attorney Fennell spoke in support of Portsmouth Housing for the Elderly. The following letter received from Rev. C. Charles Yache was read: "This is to request permission to speak at the July llth meeting of the City Council, as President of the Portsmouth Housing for the Elderly, Inc., on the matter of our bid for the property on Crawford Pkwy and Washington St." ~ Rev. Vache spoke. The following letter received from Attorney Jefferson B. Brown was read: See letter below - Attorney Brown spoke in support of the bid su~tted by Manor House, Inc. Motion of Mr. King and seconded by Mr. Early that we g~pt the bid of Portsmouth Elderly Housing, Inc. to fulfill their desires of thei~past several years to develop<~ a high rise for the elderly. Motion failed, needed six votes. · ~ Motion of Mr. Holley and seconded by Mr. Sm~t~, to accept the bid of Manor House Corp~mation. Motion failed,.needed six votes to carry. Motion of Mr. King and seconded by Mr. Early, to reconsider and refer to a conference, was adopted by the following vote: Ayes: ~arly, nolley, Johnson~ ~,lng~ Smith, Wentz, Barnes Nays: None 72-287 - "I submit the attached resolution and recommend its adoption. the sale of City-o~ned property in the 3200 block of Glasgow Street. This authorizes Mr. Frank C. Mitchell, the adjacent property owner, desired to purchase this property. It was advertised for bids and one bid was received in the amount of $1,300. The property is located on the north side of Glasgow Street approximately 58 feet east from the northeast intersection of Glasgow Street and Potomac Avenue." Motion of Mr. Smith and seconded by Mr. Early, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY I~NAGER TO SELL CERTAIN SURPLUS CITY PROPERTY LOCATED ON THE NORTH SIDE OF GLASGOW STREET APPROXIMATELY FIFTY-EIGHT FEET EAST FROM THE NORTH-EAST INTERSECTION OF GLASGOW STREET AND POTOMAC AVENUE AND TO ACCEPT THEREFOR THE BID OF FRANK C. MITCHELL AS TENDERED.
