<br />Both bids meet the requirements of the legal ad advertising the property for sale.

<br /> The appraised value of the property has been established at $67,000 and both bids
<br />are over the appraised value by a minimum of $34,500.

<br /> The City Charter provides that to sell the property, it will require six (6) affirmative
<br />votes. It is in the best interests of the City that the property be awarded tonight."
<br />
<br />The following letter received from H. T~omas Fennell, Jr., Attorney, was read:

<br /> "The undersigned respectfully, requests permission to speak to the City Council at its
<br />meeting on July 11, 1972, in connection with the sale.of the real estate bounded on the north
<br />by Crawford Parkway, on the ~ast by Dinwiddie Street, on the south by an alley, and on the
<br />west by Washington Street."
<br />
<br />Attorney Fennell spoke in support of Portsmouth Housing for the Elderly.

<br />The following letter received from Rev. C. Charles Yache was read:

<br /> "This is to request permission to speak at the July llth meeting of the City Council,
<br />as President of the Portsmouth Housing for the Elderly, Inc., on the matter of our bid for
<br />the property on Crawford Pkwy and Washington St." ~

<br />It was advertised for bids and one bid was received in the amount of $1,300. The property
<br />is located on the north side of Glasgow Street approximately 58 feet east from the northeast
<br />intersection of Glasgow Street and Potomac Avenue."

<br /> FROM THE NORTH-EAST INTERSECTION OF GLASGOW STREET AND POTOMAC AVENUE AND TO ACCEPT
<br /> THEREFOR THE BID OF FRANK C. MITCHELL AS TENDERED.
