<br />Portsmouth Elderly Housing, Inc. is an outgrowth of Concern for the problems of
<br />the Elderly by the members of Trinity Church and other downtown ehurches. Every
<br />attempt has been made to cooperate and coordinate our'efforts with all programs
<br />for the aging. It is a sincere effort to provide much needed services and housing
<br />to those in the moderate income group who find themselves too rich for welfare and
<br />too poor for the kind of good housing which is presently available. They find it
<br />difficult to maintain their own homes,which are frequently too large and too much
<br />of a responsibility and burden for them.
<br />
<br />Before endorsing a group by selling them city owned property especially for the
<br />proposed use, it would seem essential that the city fathers would ascertain the
<br />purchaser's willingness to cooperate and coordinate services with those already
<br />active or projected by city, regional and/or private agencies. This we have done
<br />and plan to continue to do.

<br />We anticipate, as soon as sponsorship is approved, of involving other churches in
<br />this. Pastors of other churches have indicated their desire to work together on
<br />this. Trinity Church, the sponsor of Portsmouth Elderly Housing, Inc. has de-
<br />monstrated a continuing interest and responsibility in establishing and furthering
<br />service institutions, chief of which is Portsmouth General (formerly~Kings Daughter:
<br />without undue attachment to denominational labels or strings. We would anticipate
<br />similar eventual broadness in sponsorship.

<br />We would greatly prefer cooperating with rather than copeting with another group
<br />interested in Housing for the Elderly. There has been no indication at any time
<br />that they would like to cooperate with us or anyone else.
<br />
<br />It is most reasonable to believe that a group sponsored by the oldest institution
<br />in Portsmouth would be more careful and responsible in its use of property for the
<br />benefit of the whole city than a group whose residences are not even in the city
<br />mhd who~e~poli~ical~interests are elsewhere. Trinity has a goodly investment in
<br />property which it has maintained well, (we have contracted for $20,000 in exterior
<br />improvements to the Church).

<br /> The Senior Citizens movements in our city, which is one of the finest in the state, all
<br />star~ed in 1968 at the Trinity Episcopal Church, through the cooperation of the Rev. Charles
<br />Vache.

<br /> The Rev. Vache was chairman of a Task Forc~ in State Planning District 20 of the Area-
<br />wide Model Program, of which Portsmouth is a part, and received a grant of $720,69i to be
<br />used for elderly citizens in this district, during the next three years, through SEVAMP, Inc~
<br />This was one of 9 grants throughout the United States that was awarded. He ~s now one of
<br />two members representing the City of Portsmouth on the ~oard of directors of SEVAMP, Inc.
<br />which will administer these funds. With the Rev. Vache as head of the Portsmouth Elderly
<br />Housing, and with his continued interest in the needs of the elderly citizens of our city,
<br />we feel that it would be of the best interest to the Senior Citizens of Portsmouth if the
<br />property were sold to the above named corporation.
