July 25, 1972

just from taxes for that eXtra period of time. This should more than compensate
for the difference in our bids.

Portsmouth Elderly Housing, Inc. is an outgrowth of Concern for the problems of
the Elderly by the members of Trinity Church and other downtown ehurches. Every
attempt has been made to cooperate and coordinate our'efforts with all programs
for the aging. It is a sincere effort to provide much needed services and housing
to those in the moderate income group who find themselves too rich for welfare and
too poor for the kind of good housing which is presently available. They find it
difficult to maintain their own homes, which are frequently too large and too much
of a responsibility and burden for them.

Before endorsing a group by selling them city owned property especially for the
proposed use, it would seem essential that the city fathers would ascertain the
purchaser's willingness to cooperate and coordinate services with those already
active or projected by city, regional and/or private agencies. This we have done
and plan to continue to do.

As.a non-profit corporation, all excess frcm rent will
servoces tp tje e;der;u wjocj w~tl, as I understand it,
our anKual income for these purposes.

be used for maintenance and
give us approximately 7% of

We anticipate, as soon as sponsorship is approved, of involving other churches in
this. Pastors of other churches have indicated their desire to work together on
this. Trinity Church, the sponsor of Portsmouth Elderly Housing, Inc. has de-
monstrated a continuing interest and responsibility in establishing and furthering
service institutions, chief of which is Portsmouth General (formerly~Kings Daughter:
without undue attachment to denominational labels or strings. We would anticipate
similar eventual broadness in sponsorship.

We would greatly prefer cooperating with rather than copeting with another group
interested in Housing for the Elderly. There has been no indication at any time
that they would like to cooperate with us or anyone else.

It is most reasonable to believe that a group sponsored by the oldest institution
in Portsmouth would be more careful and responsible in its use of property for the
benefit of the whole city than a group whose residences are not even in the city
mhd who~e~poli~ical~interests are elsewhere. Trinity has a goodly investment in
property which it has maintained well, (we have contracted for $20,000 in exterior
improvements to the Church).

If I can be of any assistance, please ca-1 me reverse charges at 1-704-883~4388. I
will also return to Portsmouth from Western North Carolina at any time if my presence can
be of help in bringing the matter to a satisfactoyy conclusion."

Mr. E. Walter Lewis, President, Portsmout~ Senior Citizens Council:

'As President of the Portsmouth Senior Citizsns Council, which represents 14 Senior
Citizens Clubs in the city, with a combined membership of over 3,000 elderly citizens, I
am concerned about dispensation of the city owned property on Washington Street to be used
housing'for~e elderi~c

The Senior Citizens movements in our city, which is one of the finest in the state, all
star~ed in 1968 at the Trinity Episcopal Church, through the cooperation of the Rev. Charles
Vache.

The Rev. Vache was chairman of a Task Forc~ in State Planning District 20 of the Area-
wide Model Program, of which Portsmouth is a part, and received a grant of $720,69i to be
used for elderly citizens in this district, during the next three years, through SEVAMP, Inc~
This was one of 9 grants throughout the United States that was awarded. He ~s now one of
two members representing the City of Portsmouth on the ~oard of directors of SEVAMP, Inc.
which will administer these funds. With the Rev. Vache as head of the Portsmouth Elderly
Housing, and with his continued interest in the needs of the elderly citizens of our city,
we feel that it would be of the best interest to the Senior Citizens of Portsmouth if the
property were sold to the above named corporation.

As housing is one
will take these facts
of this property."

of the greatest needs of the elderly of our city, I hope that you
into consideration when you make your decision as to the disposition

Mr. Vincent J.
