NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that in the event of the inability of the City Manager to perform the duties of his office
<br />by reason of sickness, absence, vacation or other disability, the duties of said office
<br />shall be performed by the Assistant to the City Manager, and in the event that both the
<br />City Manager and the Assistant to the City Manager are unable to perform such duties, then
<br />the City Attorney shall perform the duties of the City Manager.'?

<br />in the Simonsdale area of the City. This includes two of the three projects that have
<br />been established under the curb, gutter and drainage program. The following bids were
<br />received:

<br />2. A. Stuart Bolling Company $144,225.00
<br />3. Crowder Contracting Company $161,811.50
<br />4. Virginia Southeastern Corporation $165,000.00
<br />5. Birsch Construction Company $259,065.00
<br />6. Roanoke Construction, Inc. $240,966.00
<br />
<br />The Engineering Department's estimate for the cost of this project was $145,000. Stewart
<br />Construction Company being the l'ow bidder in the amount of $159,350.00, I recommend the
<br />contract be awarded to this firm.
<br />
<br /> This project will run from Baines Creek and the Simonsdale Elementary School on the
<br />north to Portsmouth Boulevard on the south. It will include drainage pipe installation
<br />on portions of streets including Gay, City Park, Eustis, Vick, Shea, Bolling, Pollux, Cherry
<br />Byers, Sykes, Beaten, Smith, Johnson and Rivercrest. The contractor is to be given 180
<br />days to complete the work from the time the contract is signed."
