72-306 - "I submit the attached ordinance and recommend its approval. This appropriates <br />$24,282 for implementation of a food stamp sales contract With the Department of Social <br />Services. The City has agreed to sell food stamps at three locations, effective August <br />1, 1972, and four ~ocal banks have agreed to sell stamps at one branch bank each. These <br />funds will provide the necessary personnel and equipment needed to operate this program. <br /> The City will receive from the Federal Government issuance fees of 753 per transaction, <br />plus $25.00 per month for each reporting station." <br /> On motian of Mr. Smith and seo~fidedb~y Mr. Johnson, the following ordinance was ap- <br />proved on first reading and by the following vote: <br /> <br /> "AN ORDINANCE TO~PPROPRIATE $24,282.00 FROM THE GENERAL FUND FOR THE OPERATION <br /> OF A FOOD STAMP SALES PROGRAM THROUGH CONTRACT WITH THE SOCIAL SERVICE DEPARTMENT," <br /> <br />Ayes: Early, Holley, JohnsOn, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-307 "I submit the attached resolution and recommend its adoption. This authorizes <br />the City Manager to execute a Comprehensive Planning Assistance Grant to develop a Community <br />Planning and Management System. Approval has been received from the Area Director of <br />the Department of Housing and Urban Development for a $30,000 grant to begin the development <br />and implementation of a system to analyze community needs, to initiate planning of programs <br />to satisfy those needs and to continually evaluate the effectiveness'of programs in <br />several categories such as housing, transportation, education, health, law enforcement <br />and fire protection. <br /> <br /> Total Federal funds requested for this project are $110,000 with local in-kind <br />matching funds of $55,000. Three years will be required to c0mplete the program." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT CONTRACT WITH <br />THE UNITED STATES GOVERNMENT FOR A GRANT UNDER SECTION ?0I OF THE HOUSING <br />ACT OF 1954 TO AID IN FINANCING CERTAIN ?LANNING ACTIVITIES DESIGNATED AS PRO- <br />JEC'T NO. CPA-VA-03-36-1014. <br /> <br /> IfltEREAS, the City of Portsmouth, Virginia, has heretofore submitted an application <br />to the United States of America, Department of Housing ahd urban Development, for a grant <br />under Section 701 of the Housing Act of 1954, as amended, to aid in financing certain <br />planning activities designated as Project No. CPA-VA-03-36-1014; and <br /> <br /> WHEREAS, the United States Government has approved the said application and has <br />submitted to the City a certain grant contract for approval and execution by the City, <br />which said contract is satisfactory. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />that the said contract, a copy of which is attached hereto, be and the same hereby is approve <br />The City Manager is hereby authorized and directed to execute said contract in the name <br />and on behalf of the City of Portsmouth, in as many counterparts as may be necessary, and <br />the City Clerk is hereby authorized and directed to affix or impress the 6fficial seal <br />of the City of Portsmouth thereon and to attest the same." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-308 - "I submit the attached resolution and recommend its adoption. This designates <br />the order of succession to the powers and duties of the City Manager when he is absent <br />from his 6ffice by reason of vacation, sickness, disability or other. <br /> <br /> This provides for the Assistant to the City Manager to perform the duties of the City <br />Manager in his absence, and for the City Attorney to perform these duties in the absence <br />of both the City Manager and the Assistant to the City Manager. <br /> <br /> City Council passed a resolution designating this order of succession on July 25, <br />1968, but since the City Charter has been Changed subsequent to that. date, it is necessary <br />that a new resolution be adopted." <br /> <br /> On motion of Mr. S~ith and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />'fA RESOLUTION DESIGNATING THE ORDER OF SUCCESSION TO THE POWERS AND DUTIES OF <br />THE OFFICE OF CITY MANAGER IN CASE OF THE DISABILITY OF THE CITY MANAGER, <br /> <br /> WHEREAS, the charter of the City of Portsmouth authOrizes the Council to designate <br />who shall succeed to the powers and duties of the office of City Manager if the City Manager <br />is unable to perform the duties of his office by reason of sickness~ absence, vacation <br />or other disability; and <br /> <br /> W~EREAS, it is considered desirable to provide for' the orderly succession to the office , <br />of City Manager. ~ <br /> <br /> <br />
