This endorses
an application for an Urban Assistance Incentive Fund grant.
The City face's a problem in planning and administration of its human services deliveryt
systems. Because of the diversity of services necessary to provide all factors of a responslive
system, direction and control is virtually impossible with the traditional manual techniques
of information storage and retrieval.

A need for more efficient distribution of human resources within the City of Portsmouth
was seen in the report "Ills of the CitY." It is necessary that all providers and coordinators
of human resources programs, both official and non-official, be linked together to provide
a system which is effective and efficient without duplication.
