<br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following resolution was
<br />adopted, and by the following vote:

<br /> "A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE REDEVELOPMENT PLAN FOR THE
<br /> NORTHSIDE REDEVELOPMENT PROJECT, VA. R-39, ADOPTED BY THE PORTSMOUTH
<br /> REDEVELOPMENT AND HOUSING AUTHORITY.
<br />
<br /> WHEREAS, the Council of the City of Portsmouth by Resolution adopted August 9, 1966,
<br /> approved the Redevelopment Plan for the Northside RedeveloPment Pr°jeci, No. 1, Va. R-39,
<br /> Portsmouth, Virginia, adopted by the Portsmouth Redevelopment and Housing Authority; and
<br /> ~rHEREAS, by resolution duly adopted July 25, 1972, said Portsmouth Redevelopment and
<br /> Housing Authority adopted Amendment No. 1 to the said Plan and has requested the Council
<br /> of the City of Portsmouth to approve said amendment; and
<br /> WHEREAS, said amendment has been carefully reviewed, and it appears that the said Redev
<br /> opment Plan, as amended, conforms to the general plan for development of the City of Ports-
<br /> mouth, as a whole; and
<br /> WHEREAS, in the judgment of the Council of the City of Portsmouth it is in the interest
<br /> of the City and its inhabitants that the said Amendment be approved;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br /> said Redevelopment Plan, as amended, dated August, 1972, for the aforementioned Project,
<br /> having been duly reviewed and considered is hereby approved; and
<br />
<br /> BE IT FURTHER RESOLVED, that the City Clerk be and is hereby directed to file copy of
<br /> Redevelopment Plan with the minutes of this meeting."

<br /> that tunnel fares of the Elizabeth River Tunnels be reduced to students residing in Suffolk
<br /> and Nansemond the same as granted to students of Portsmouth and Chesapeake.

<br /> This support has been requested by Suffolk and Nansemond."

<br /> "A RESOLUTION RECOMMENDING REDUCTION OF TUNNEL FARES FOR STUDENTS RESIDING IN
<br /> SUFFOLK AND NANSEMOND.

<br /> WHEREAS, students residing in Portsmouth and Chesapeake are eligible for reduced tunnel
<br />fares when using Elizabeth River Tunnels to commute to state-supported colleges in Norfolk;

<br /> WHEREAS, reduced fares are not available to those stUdents who reside in the cities
<br />of Nansemond and Suffolk; and
<br />
<br /> WHEREAS, a reduction in fares to students living in Nansemond and Suffolk would lighten
<br />their financial burdens and encourage their pursuit of higher edUcation.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council Of the City of Portsmouth, that the membe
<br />of the Elizabeth River Tunnel Commission be, and hereby are strongly urged to extend reduced
<br />tunnel fares to college students residing in the neighboring communities*of Nansemond and
<br />Suffolk; and
<br />
<br /> BE IT FURTHER RESOLVED, that the CitX Clerk be, and he hereby is, directed to forward
<br />a copy of this resolution to the members of the Elizabeth River Tunnel Commission for their
<br />consideration."

<br /> 72-335 "I submit ~h~uk~iach~d resolution and recommend its adoption. This endorses
<br />an application for an Urban Assistance Incentive Fund grant.
<br /> The City face's a problem in planning and administration of its human services deliveryt
<br />systems. Because of the diversity of services necessary to provide all factors of a responslive
<br />system, direction and control is virtually impossible with the traditional manual techniques
<br />of information storage and retrieval.
<br />
<br /> A need for more efficient distribution of human resources within the City of Portsmouth
<br />was seen in the report "Ills of the CitY." It is necessary that all providers and coordinators
<br />of human resources programs, both official and non-official, be linked together to provide
<br />a system which is effective and efficient without duplication.
