<br /> It is proposed that a Data Information System Development Project be undertaken to
<br />provide a source of information on the residents and the services being provided to
<br />meet the needs of local service departments, planning organizations, and regional, state
<br />and federal authorities. It is estimated that the total cost of the project will be
<br />$120,000 to be financed by an assignment of $30,000 from the Urban Assistance Incentive
<br />Fund administered by the State Division of Planning and Community Affairs, and by $90,000
<br />from funds available to the Department of Welfare and Institutions through Titles I
<br />IV, X, XIV of the Social Security Act. '

<br /> Funding of the project in this manner would be in accordance with a reconmlendation
<br />of State assistance to the City as presented in the document "Ills of the CityU~"
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was
<br />adopted, and by the folloQing vote:
<br />
<br /> "A RESOLUTION ENDORSING THE APPLICATION FOR AN URBAN ASSISTANCE INCENTIVE
<br /> FUND GRANT.
<br />
<br />and WHEREAS, the City of Portsmouth requires a comprehensive human services data inf~rmatio~
<br />system in order to assist it in efficiently administering its human services programs,
<br />
<br /> WHEREAS, Federal and State funds are available to aid in the development of such
<br />a comprehensive human services data information system; and
<br />
<br /> WHEREAS, the Department of Social Services has, with the approval of the City Manager,
<br />made application for such funds.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it fully realizes the need for such human services data information system and that
<br />it, therefore, strongly endorses the above-referenced application.
<br />
<br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />it strongl7 urges that such application be given favorable consideration and approval
<br />by the State Department of Welfare and Institutions."

<br />City of Portsmouth. This document updates the City's previous five-year program which
<br />was approved in January, 1971.
<br />
<br /> This projects the capital needs of the City for the next five years will amount
<br />t6 $30,571,803. A breakdown of these projected programs is as follows:

<br /> There are many well-justified projects that fail to appear in this document; however,
<br />with inflation, determination to hold the tax rate constant as possible, current budget
<br />deficits and the uncertainty of Federal revenue sharing, some had to be eliminated.
<br />This is not to say that some projects cannot be sUbstituted if need arises.
<br />
<br />It is recommended that the City Council approve this five-year plan."
