August 8, 1972 <br /> <br /> 72-329 "t submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $2,177.89 for legal fees incurred in defense of police officers involved <br />in the Britt Case. <br /> <br /> These will be the final funds needed for legal~ fees as this case has been closed <br />and the Bellamy Case is not being appealed." · <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approve <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,177.89 FROM THE GENERAL FUND FOR LEGAL <br />FEES IN?THE CASE OF ALFRED LEE BRITT v. J. G. ENNIS, ET ALS." <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz <br />Nays'. None <br /> <br /> 72-330 - "I <br />This appropriates <br />Jail. <br /> <br />submit the attached ordinan~ce and recommend it be placed on first reading <br />$20,631 in Federal funds to conduct a rehabilitation progr~m in the City <br /> <br /> This grant is a vanguard effort to establish prisoner pre-release information and <br />educational services which will prepare and assist prisoners to identify with the social <br />and economic community in general. <br /> <br /> Specifically, the program will furnish a current revolving library of three to five <br />hundred books for the exclusive use of prisoners, and an educational program providing <br />for instruction in basic elementary skills, high school level preparatory and special subject <br />as demands occur. ~ <br /> <br /> Both the staffs of the City Library and School System, along with the City Sergeant's <br />Office, will operate the program." <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approve <br />on first reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $20,63i.00 FROM THE FEDERAL FUNDS ACCOUNT TO <br /> FUND A REHABILITATION PROGRAM FOR THE CITY JAIL." <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz <br />Nays: None <br /> <br /> 72-331 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $10,000 for renovation of the Oak Grove Cemetery wall. <br /> <br /> The brick foundation wall at the south side of Oak Grove Cemetery has deteriorated <br />to the point that major repairs are necessary. This brick wall is approximately 18" high <br />with a ~-rought iron fence above. <br /> <br /> Studies were made to determine the best and most economical method to repair the <br />wall. To encase the present wall in concrete would cost approximately $18,800. To remove <br />the present fence and wall and install a chain link fence will cost approximately $8,000. <br /> <br /> The method recommended is to remove the present brick wall for most of its length <br />to'a few inches below existing ground level and replace the removed brickwork With a concret <br />wall 8" thick and about 18" average height. This method has the advantage of preserving <br />the existing wrought 'iron fence which is in good condition." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ordinance was approw <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000.00' FROM-THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR REPAIRS TO THE SOUTH WALL OF OAK GROVE CEMETERY." <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz <br />Nays: None <br /> <br /> 72-332 - "I submit the attached agreement between the State Highway Department and <br />the City and recommend the proper City officials be authorized to sign. <br /> <br /> This agreement provides for the improvement of the traffic signal facilities in the <br />business district area between Frederick Boulevard and the Elizabeth River and Crawford <br />Parkway and George Washington Highway. The signal system will be computer-controlled from <br />information fed into the controls by actual traffic conditions. The estimated cost of <br />these improvements is $991,802 with the City paying 15% of the cost or $148,770.''~ <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, that the proper City official be <br />authorized to sign, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz <br />Nays: None <br /> <br /> <br />
