<br /> 72~434 "As requested by the City Council, the Director of Public Health~ along
<br />with a ~raduate Horticulturist has visited Gary's Ark site to review the "weed" problem.
<br />The report from the Director of Public Health is as follows:
<br /> '~Accompanied by Mr. Dabney Morgan, a graduate Horticulturist with a B.S~ in horticulture
<br />from V.P.I., we visited Gary's Ark site and reviewed the various plants present. We
<br />were unable to find any plants classed as weeds. There was a. plant of the ragweed genera
<br />which was desired by the owner, was carefully cultivated and which formed a good screen
<br />from the adjacent property. Mr. Morgan told me that he would not class this specimen
<br />at this site, under these circumstances, as a weed nor would horticulturists generally.
<br /> Mr. Floyd Twiford, also of Coleman's Nursery, quoted me the definition of a weed
<br /> from Wise's Garden Encyclopedia, the standard reference for horticulture. Weed means
<br /> the removal from among crops, of obnoxious plants, that is, 'undesired plants' growing
<br /> in competition with desired plants. A weed is a relative term. Many plants may be useful
<br /> and decorative where wanted, but pernicious if not wanted.
<br />
<br /> :In essence, there are no weeds at Gary's Ark by definition and Mr. Morgan felt strongl]
<br /> that we had no right to ask the owner of this site to remove the plants he obviously desired
<br /> and had cultivated.*"

<br /> The following letter received from G. A. Wermick, 358B South Street, was read:
