WHEREAS, the failure to include such pedestrian walkways would work an economic hardshi
<br /> and inconvenience on the citizens of the West Norfolk area; and

<br /> WHEREAS, it is the judgment of the Council of the City of Portsmouth, Virginia, that
<br /> the best interests of the citizens of Portsmouth would be better served by the inclusion
<br /> in the construction plans for the West Norfolk Bridge of pedestrian walkways.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br /> that it requests that the State Highway Department incorporate in the design of the new
<br /> West Norfolk Bridge plans for pedestrian walkways.
<br />
<br /> BE IT FURTHER RESOLVED that the City of Portsmouth shall pay 15% of any additional
<br /> cost engendered by the inclusion of pedestrian walkways."

<br /> 72-429 - "It is necessary for the ~City to acquire space for the administration and
<br /> sale of food stamps, it is the desire of the hanks to discontinue the sale of the stamps;
<br /> however, they have continued on a temporary basis until the City can make other arrangements
<br /> There is also a requirement that the stamps be stored in a bank vault.
<br />
<br /> Merchant and Farmers Bank desire to sell their branch bank property at 1625 High Streel
<br /> which is an excellent location for the sale of the food stamps. They have agreed to sell
<br /> the property to the City including the vault and drive-in windows for the price of ~88,000.
<br />
<br /> It is my recommendation that the City purchase the property. It can be financed from
<br /> the revenues received from the Federal Government for handling the sale of the stamps."

<br /> Motion of Mr. Johnson and seconded by Mr. Smith to concur in recommendation of the

<br /> 72-431 - "I submit the attached agreement and recommend the proper City officials
<br /> be authorized to sign. This agreement is between the Pqrtsmouth Industrial Development
<br /> Authority and the City for the payment of taxes on the property occupied by Medic Home
<br /> Enterprises.
<br />
<br /> The Authority entered into a lease with Medic Home Enterprises, Inc. for the construc~
<br />tion of the Psychiatric Center at Crawford Parkway and Fort Lane. The Authority has issued
<br />bonds to finance this construction. The lease provides for the payment of additional rent
<br />on account of government services rendered by the City equal to what Medic Homes, Inc.
<br />would pay if it, rather than the Authority, owned the property. It covers real estate
<br />and personal property taxes.
<br />
<br /> The lease requires that these payments are to be made only if the Authority enters
<br /> into an agreement with the City to pay over such amounts to the City. The execution of
<br /> this agreement assures the City of the taxes that will be due."

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, to concur in recommendation of

<br /> 72-432 - "I recommend I be authorized to employ the firm of R. Kenneth Weeks Engineers
<br /> to provide engineering services for sewer construction projects. This would include prepara-
<br /> tion of plans and specifications for sanitary sewers for Siesta Gardens Section IV, Hatton
<br /> Point and Cardinal Lane. Included also are rehabilitation of the Greenwood Drive Pumping
<br /> Station and the DeKalb Avenue Pumping Station.
<br />
<br /> These projects are included in the Capital Improvem?nt Program and funds will be availa
<br />able from the upcoming bond issue. We feel that these projects should be accomplished
<br />as soon as possible due to the continued rise in construction costs.,,
<br />
