February 9, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 9, 1999, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., William E. Moody, Jr., Charles B. Whitehurst, Sr., Deputy City <br />Manager H. Timothy Little, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on January 29, 1999, and a Regular Meeting on January 29, <br />1999, and was adopted by unanimous vote. <br /> <br />99-31 - Presentation: <br /> <br />Proclamation presented to Faith Gutierrez for "American Music Month." <br /> <br />- City Manager's Report- <br /> <br />99-32 - <br /> <br />Adoption of an ordinance appropriating $2 million from the Capital <br />Improvement Fund. These funds were awarded to Portsmouth by the United <br />States Department of Commerce Economic Development Administration <br />under the Economic Adjustment Assistance Program. <br /> <br />The City will use these funds for infrastructure improvements to <br />Greenwood Drive to better serve the approximately 100 acres at the <br />Portsmouth Commerce Park. The City's $1 million match is already <br />available and appropriated in the funding for the Commerce Park. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance appropriating $2 million in the Capital Improvement <br />Fund. The City has been awarded a $ 2 million grant by the United States <br />Department of Commerce Economic Development Administration under the <br />Economic Adjustment Assistance Program. <br /> <br />Purpose and Need: <br /> <br />The grant supports the efforts of the City in improving Greenwood Drive to better <br />serve the approximately 100 acres of the Portsmouth Commerce Park which will <br />be sold for use by manufacturing and business facilities. <br /> <br />· Improvements include constructing/installing highway, storm water, sanitary <br /> sewer and other related infrastructure improvements to Greenwood Drive. <br /> <br />Financial Impact: <br /> <br />The United States Department of Commerce Economic Development <br />Administration has awarded Portsmouth a $2 million grant under the Economic <br />Adjustment Assistance Program. <br /> <br />· A $1 million match is required by the City. This match is already available and <br /> appropriated in the funding for the Portsmouth Commerce Park Infrastructure. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,000,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR GREENWOOD DRIVE IMPROVMENTS." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
