<br /> 72-4S6 "I submit the attached resolution and recommend its adoption. This authorizes
<br />the sale of City-o~ned property, grants easements of access, light or air, and grants
<br />temporary construction easements to the' State Highway Department. These are necessary
<br />for the construction of the Crawford Street Connector.
<br />
<br />C ~This_involves scattered parcels omted by the City in the vicinity of Middle Street!
<br />rawxord street and Gander Creek. The total amount of land to be transferred is approxlmatell
<br />three-quarters of an acre divided into seven parcels.'

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was adopted
<br />and by the following vote:

<br />OF HIGItWAYS, FOR THE CRAWFORD CONNECTOR DESIGNATED AS PROJECT UOOO-124-101,

<br /> i~-IEREAS, the City of Portsmouth is participating in the Crawford Connector designated
<br />as Project UOOO-124-101, R/W 201; and
<br />
<br /> WHBRBAS, the City of Portsmouth desires to sell certain parcels of property, grant
<br />certain easements of access, light or air, and grant temporary construction easements to
<br />the Com. monwealth of Virginia, Department of Highways, for the Crawford Connector designated
<br />as Pro~ect UOOOi24iO1,R/W201; and
<br />
<br />~BRBAS, the City of Portsmouth has no need for the land.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is-authorized to execute'a:deed to sell said land and
<br />grant easements to the Commonwealth of Virginia~ Department of Highways, as shown on the
<br />plats entitled.~ "Sheet 8 and 9 Of The Plans Nor State Highway Project UOOO-124-101,R/Wg01",
<br />dated F~b~uary 10, 1970,and prepared by the Virginia Department of,Highways, a copy of the
<br />preparea meed and plats are attached hereto and made a part hereof..

<br /> 72-457 - "I submit an agreement between the National Screen Company~ Inc. and the City
<br />of Portsmouth and recommend the proper City officials be authorized to sign. This grants
<br />a perpetual and exclusive easement to the City for the construction of a water line in the
<br />City of Suffolk to serve the above company.
<br />
<br /> National Screen Company has the right to purchase this line from the City at a future
<br />date by paying the installation cost plus 4% per year from the date of installation.
<br />
<br /> This line is being installed under the terms of the old Suffolk water contract. The
<br />terms of this agreement ~ere agreed to with the City ~anager of Suffolk prior to the expiration
<br />of the previous water contract, but due to problems involve~ in obtaining the proper ease-
<br />ment~ the project has been delayed for some time. The line is needed to provide fire protection
<br />service to this firm."

<br /> On motion of Mr. Holley and secondedaby Mr. Smith, to concur in the recommendation of
<br />the City Manager~t~:.execute agreement, was adopted by the roller, in/ vote:

<br /> 72-458 "Submitted herewith is a report from the City's Finance Commission as requested
<br />by the City Council; This deals with the purchase of the bank building at 1623 High Street
<br />for the sale of food stamps.
<br />
<br /> I have also met with representatives of the five banks in the City concerning their
<br />~osition regarding the £uture sale of food stamps. Each bank assure~ that they wish to assis~
<br />· n every ~ay to ren~er public service to the community. They do desire to discontinue the
<br />sale of the stamps if it is economically feasiblelfor other arrangements to be made. Under
<br />the regula}ions required by the Fed~ral Government for the sale of the stamps, it does create
<br />conflict w~th normgl banking operationS.
<br />
<br /> We have also discovered in exploring other methods for the
<br />the situation is not unique to Portsmouth. There is a national
<br />the sale of the stamps." (See Exhibit 72-4~8]
