October 24, 1972 <br /> <br /> Lead noisoning is a disease with symptoms mimicking ma~y other diseases seen <br />in children; however, the long-term effect zs that o~ menta~ retardation. The Federal <br />has imposed a limit of lead in paint which will remove future problems. This ordinance <br />will remove the problem from older homes as they come to our attention. <br /> Studies made in Norfolk show that among the children in that City, at least 10% are <br />suffering from abnormally high levels of lead in their blood. Norfolk already has the <br />ordinance banning the use of lead-base paint. <br /> The 1960 census shows 1~,000 plus heuses built prio[ to 1~40 when lead was reduced <br />in paints, although not elimznatedo If hal£ o£ these still ex,st today, there is a marked <br />potential for the problem. In the low-income areas, there are over 8,000 houses. PROHIBITION OF THE USE OR PRESENCE OF <br /> LEAD-BASED PAINT AND CERTAIN RELATED SUBSTANCES ON CERTAIN BUILDING SURFACES." <br /> <br />Government <br /> <br />approved! <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 72-448 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends Section 11-19 of the City Code pertaining to the Fire Prevention Code of the <br />City. <br /> <br /> The amendment updates the City Code to incorporate the 197'2-75 edition of the National <br />Fire Code. The current Code refers <br />to trailer, camps and trailer cars. The new Code refers to mobile homes and mobile parks. <br />The new ordinance-also relates to the Zoning-Ordinance for certain requirements of mobil'e <br />homes, parks and subdivisions. <br /> <br /> This is part of the City Attorney's program of updating the City Code." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA~ 1961, <br /> BY REPEALING SECTIONS 35-2, 35-5, $5-17 AND 55-18 THEREOF AND BY AMENDING <br /> SECTIONS $5'i, 35-5, 35-4, 55-6, 55-7, 35-8, 35-t0, 55-I1, <br /> 55-14, $5-15 fuND 3S'16 THEREOF PERTAINING TO MOBILE HOMES, MOBILE HOME <br /> PARKS, AND MOBILE HOME SUBDIVISIONS." <br /> <br /> Ayes: Early, Hol~ey, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 72-450 - "I submit t~esa~ached ordinance and recommend it be placed on first reading. <br />This closes a sixteen-foot alley between Arden Street and West Norfolk Road. <br /> This has been requested by the adjacent property owners.
