Siegle, <br />was read: <br /> <br />1902 Elmhurst Lane, <br /> <br /> "The enclosed peZition is forwarded for the council's consideration and immediate <br />action. <br /> <br /> The pr'esents 6f rats in the community jeopardizes the health of all citizens and parti- ~ <br />cularly restricts the play area of small children for fear of rat bites. <br /> <br /> The immediate attention of the council to this petition would be appreciated." <br /> See petition presented. <br /> Motion of Mr. Johnson and s~cpnded by Mr. Smith that the City Manager investigate the <br />matter and report back to us as early as possible. <br /> <br /> The City Manager submitted ~epert'si~from the Health Department and Engineering Department <br />and the above motion was withdrawn. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Johnson that the City Manager begin, through <br />the Engineering Departmen% to make a detail study of all the ditches in the City as they <br />exist and their costs and set up priorities; after report is received to be reviewed by <br />Council, was adopted by unanimous vote. <br /> <br />* "With the recent addition of storm drain~lines in the Manor View section of Portsmouth, <br />all but one drainage ditch in this area has veen piped and covered. The one remaining ditch <br />is located between Elmhurst Lane and Nottingham Road. <br /> <br /> The Public Health Dept. has verified the existance of a large colony of rats in this <br />ditch, and their presence presents a health and safety hazard. <br /> <br /> We the undersigned petition the City Council of Portsmouth <br />pipe and cover this ditch in order to eliminate this health and <br />Mrs. Ida M. Holland and others." <br /> <br />to take immediate action to <br />s~fety hazard. Signed by <br /> <br />72-512 The following letter from Mr. William W. Curling, 30 Fairway Drive, was read: <br /> <br /> "I have been involved with a petition to obtain curbs, gutters and drainage in the <br />Elizabeth Manor area and would like to present this to the City Council. It is requested <br />that I be allowed to do this at the next meeting on December 5.- <br /> <br />Mr. Curling spoke and presented the following petition: <br /> <br /> "The undersigned residents of Elizabeth Manor request that the City of Portsmouth install <br />curbs and gutters in this area. Elizabeth Manor is considered one of the preferred areas of <br />the City but wi~h few improvements since its annexation by Portsmouth over a decade ago. <br />A sewerage system has just been installed and this brings the need for CURBS and GUTTERS, for <br />better drainage of the area, an obsolute necessity. Drainage after heavy rains has caused <br />erosion to lawns, overflow of ditches onto property and a general deterioration of the propert <br />in this area, for which we pay heavy taxes with no consideration for improving this situation. <br />Signed by William W. Curling and others." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, the matter to be referred to the curb <br />and gutter program, was adopted by unanimous vote. <br /> <br /> 72-513 The following letter received from Mr. Geo. R. Walker, 1749 Spratley Street, <br />was read: <br /> "Re: Council Meeting of S December, 1972; Agenda of <br /> It is requested that my name he.placed on the agenda of the abovenoted meeting to <br />address Sections 2-15.1 and 2-24 of the Code of the City of Portsmouth pertaining to the <br />regulation of the rights of the citizens of Portsmouth to address their governing body and <br />to limit the length of that address." <br /> <br />Mr. Walker spoke. (See Exhibit 72-513 <br /> <br /> Motion of Mr. $mith and seconded by Mr. Johnson, to be received as information, was <br />adopted by unanimous vote. <br /> <br />72-514 The following letter received from Director of Planning, was read: <br /> <br /> "At its regular monthly meeting on 21 November 1972, the City Planning Commission <br />publicly reviewed and resolved to recommend closure of the following segments of public street <br />right-of-way, subject only to retention of any easements deemed necessary for drainage or <br />utilities: <br /> <br />S-72-11 <br /> <br />Petition of A. J. Stewart, et uz, and John W. Sedberry, et ux, by <br />Attorney Norman Olitsky, to c~ose a portion of Bluegill Avenue <br />lying between Greenwood Drive on the south and Waldron Avenue <br /> (a paper street) on the north. <br /> <br />S-72-12 <br /> <br />Petition of W~ O. Lewis and Lewis Chevrolet Corporation by <br />Attorney Donald C. Kilgore, to close a portian of Meander Road <br />batween Turnpike Road on the south and east, Harbor Drive on the <br />north, and County Street on the west. <br /> <br /> <br />
