It has been ruled by the Attorney General that the Southeastern Virginia Planning Distr: <br />Commission cannot implement certain operational type projects on a regional basis. It <br />requires that one of the local political subdivisions in Planning District 20 prepare and <br />submit the grant applications even though they provide services for other jurisdictions. <br />For example, the City of Norfolk is currently submitting two such requests for the United <br />Drug Abuse Council's administration grant and the Florence Crittenton Services, Inc. grant. <br /> <br /> The City of Norfolk is requesting authorization from the various political subdivisions <br />to submit these grant applications for Planning District 20. This authorization is only <br />effective when projects are completely funded by State and/or Federal funds." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following resolution was adopte¢ <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY ..~NAGER TO ENTER INTO JOINT PROJECTS <br />WITH OTHER POLITICAL SUBDIVISIONS WHEN SAID PROJECTS ARE COMPLETELY FUNDED <br />BY STATE AND/OR FEDERAL FUNDS, <br /> <br /> ~HEREAS, certain political subdivisions may be requested to submit applications for <br />joint grants, which said grant applications would require joint approval by adjoining politi <br />cat subdivisions; and ~ <br /> <br /> }~EREAS, the Southeastern Virginia Regional Planning District Commission can not imple~ <br />ment such grants without joint approval by the several political subdivisions involved; <br />and <br /> <br /> I%~EREAS, these grant applications would provide services for all involved political <br />jurisdictions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia <br />that the City Manager be and he hereby is authorized to enter into joint projects with <br />other political subdivisions when said Projects are completely funded by state and/or federa~ <br />funds." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> 72-484 - The following ordinance, approved on first reading at the last meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $26,387.00 FRO5{ THE GENERAL FUND FOR THE <br />PURCHASE OF BOOKS FOR THE PORTSMOUTH PUBLIC LIBR~RY." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />72-486 - The following report from the City Manager was read: <br /> <br /> "I have consulted with the two architectural firms in the City concerning the con- <br />struction of a new fire station at the intersection of Elm Avenue and Portsmouth Boulevard. <br />After meeting with the two firms, it is still my recontmendation that the firm of Yates, <br />Boggs, Berkeley and Service be employed as the architects for the construction of this <br />facility. <br /> <br /> This recommendation is based on the fact that the ab~ firm has previously done some <br />preliminary work with gegards to this particular facility. They did assist the Fire Depart- <br />ment With regards to site location and other related matters necessary to satisfy the fire <br />insurance underwriters. This was done with no commitment on the part of the City." <br /> <br /> Motion of Mr. Early and seconded by Mr. Smith, that the firm of Yates, Boggs, Berkeley <br />and Service be employed, as: recommended, was adopted by the following vote: <br /> <br /> Ayes: Early, Holley, Johnson, King~ Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 72-491 - Motion of Mr. Johnson and seconded by Mr. Holley, the resolution from the <br />School Board requesting approval to make application for a Supplemental Literary Loan in <br />the amount of $250,000, was adopted by the following vote: <br /> <br />Ayes: narly, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> <br />
