~HBRBAS, there was presented to this body, for consideration and approval, a copy
<br />of an amended Urban Renewal Plan for the project area, dated December, 1972, which Plan
<br />is entitled, "Redevelopment Plan for the Craw£ord Urban Renewal Project, No. Va. R-53
<br />Amendment VII", and consists of 15 pages and two exhibits; and '
<br />
<br /> WHEREAS, by resolution duly adopted December 19, 1972, said Portsmouth Redevelopment
<br />and Housing Authority adopted Amendment No. 7 to the said Planand has requested this Council
<br />to approve the said Amendment; and
<br />
<br /> WHEREAS, said Amendment has been carefully reviewed, and it appears that the said Redev
<br />velopment Plan, as amended, conforms to the general plan for development of the City of
<br />Portsmouth, as a whole, and gives due consideration for the provision of adequate parks,
<br />pedeStrian ways and recreation facilities as required by Section 105(a) of the Housing
<br />Act of 1949, as amended; and
<br />
<br /> WHEREAS, a public hearing on this matter was duly held on November 21, 1972;
<br />
<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its
<br />inhabitants that the said Amendment be approved;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />Section 1: That the aforementioned Amendment No. 7 to the Redevelopment Plan for the Crawfo~d
<br />Urban Renewal Project, Va. R-55, Portsmouth, Virginia, having been duly reviewed and con-
<br />sidered, it is hereby found:

<br />That the objectives of the Crawford Urban Renewal
<br />Project, Va. R-55, Portsmouth, Virginia, can be
<br />better achieved by the adoption of said amendment
<br />to the Plan.

<br />That the said Amendment No. 7 for the project
<br />area conforms to the general plan for the City
<br />of Portsmouth.

<br />in the amount of $275,875.69. The City Council has previously authorized the expenditure
<br />of $15,556.86 from these surplus funds, In authorizing the above expenditures, it will
<br />require the use of $103,811.17. ~
<br />
<br /> I have discussed this request with representatives of the Virginia Port Authority.
<br />They have assured me that there will be sufficient surplus funds to finance these projects.
<br />Should any unforeseen occurrence take place to jeopardize this financing, the projects
<br />will not be completed. They further advise that there should be a substantial balance
<br />
