S. Department o£ Transportation to study "Transportation I~no~a}ion~ in the Urban- <br />Suburban Area of Southeastern Virginia for the Purpose of EnhancIng quality oz Life." <br /> The Department of Transportation is of£ering an opportunity for university research <br />sponsorship in the transportation area. These funds are available only to universities. <br />An ODU faculty team has been formed and written this proposal which is intended to produce <br />beneficial results to the residents of Southeastern Virginia and to Old Dominion University. <br /> Innovative solutions to be considered will fall into the following two categories: <br /> <br /> 1. Solutions which have the promise of increasing <br /> the capacity of our existing street and highway <br /> systems. <br /> <br /> 2. Solutions which have,the promise of increasing the <br /> attractiveness and ordership of existing and new <br /> mass transit modes. <br /> <br /> Endorsement of this proposal has Been given by th~ staff of Southeastern Virginia <br /> Planning District Commission and the V~rginia Metropolitan Area Transportation Study Commiss .on. <br /> It is recommended that the Portsmouth City Council endorse this proposal." <br /> ~ Mo~lon of Mr. Early and seconded by Mr. King, to concur with the recommendation, was <br /> adopted by the following vote: <br /> <br /> Ayes: Early, Holley, Johnson,King, Smith, ~entz, Barnes <br /> Nays: None <br /> <br /> 72-527 - I aubmmt~the ~ttac~e~..ordlaance~t~d.:~eco~lend~ ~tbe placed on first reading. <br /> This ordinance establishes the Tidewater TransportationDistrict. This includes the Cities <br /> of Chesapeake, Norfolk, Virginia Beach and Portsmouth. It is necessary for the. City to <br /> adopt this ordinance to become a member of this Transportation District. <br /> <br /> It is also necessary to authorize the signing of an agreement establishing the Commissi)n <br /> with t~o members from each City. These must be members of the Governing Body. There will <br /> be equal representation. <br /> <br /> It is also necessary to authorize an agreement to be signed to pay administrative <br /> expenses. These expenses will be shared equally by the four political subdivisions." <br /> <br /> On motion offer. King and seconded by Mr. Johnson, the following ordinance was approved <br /> on first reading, and;~by the following vote: <br /> <br />"AN ORDINANCE TO CREATE THE TIDEWATER TRANSPORTATION DISTRICT PURSUANT TO THE <br />TRANSPORTATION DISTRICT ACT OF 1964." <br /> <br />Ayes: Early, Holley, Johnson, King, ~mith, ~entz, Barnes <br /> <br />Nays: None <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, <br />ment, was ad~pped by unanimous ~te. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, <br />tires from City Council to <br />by unamimous vote. <br /> <br /> authorizi$ion of the financing agree- <br /> <br /> that the election of two repeesenta- <br />serve on the Commission be referred to a conference, was adopted <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 72-500 The following ordinance approved at the Public Hearing meeting, held on <br />December 4, 1972, was taken up and read: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 72-51' <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Early, Holley, Johnson, Kin~, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-500 - The following letter raeeived from E. Saunders Early, Jr., Councilman, was <br />read: <br /> <br /> "Would you please place Zoning Petition No. Z 72-50 on the Council agenda for its <br />meeting of December 19th. <br /> <br />The motion to rezone this propD~ty R-60 was defeated but the recommendation of the <br /> <br /> <br />
