These funds are available only to universities. <br />An ODU faculty team has been formed and written this proposal which is intended to produce <br />beneficial results to the residents of Southeastern Virginia and to Old Dominion University. <br /> Innovative solutions to be considered will fall into the following two categories: <br /> <br /> 1. Solutions which have the promise of increasing <br /> the capacity of our existing street and highway <br /> systems. <br /> <br /> 2.
