<br />considered and reaffirmed its position on two rezoning applications which you referred back
<br />to us for further research during your last hearing on 4 December 1972:

<br />Z 72-45 - Petition of Harold C. Beaver, Owner, to rezone property described as follows:
<br />Beginning on the east side of Haysom Street approximately 343 feet south of the south-
<br />east corner of Portsmouth Boulevard and Haysom Street; thence east along a side lot
<br />line approximately 259 feet to a point; thence south approximately 83 feet to a side
<br />lot line; thence west along said line approximately 259 feet to the east right-of-way
<br />line of Haysom Street; thence north along said street approximately 83 feet to the
<br />point of origin; from Residential R-75 to Residential R-60.
<br />
<br /> Since 196%, this general area has been zoned medium density, multi-family Residential
<br />R-75. Last year an attempt to introduce high density R-60 (Z-72-29) was rejected for a
<br />large vacant tract of land at the end of Powell Street. Thereafter, the Planning Commission
<br />received and began to review a major group housing project under R-75 which would result in
<br />more than 50 new, garden apartment units being erected on this tract of land at the end of
<br />Powell Street. This proposed project would also involve major improvements to Powell Street
<br />and Haysom Street which is the only current means of access. It would also result in a new
<br />street being located on the City of Norfolk raw water line, Thus, when carried forward, this
<br />group housing project known as "COACH HOUSE APARTMENTS" would open up the area and encourage
<br />
