<br />That it is hereby found and determined that said additional financial aid to be
<br />~rovided pursuant to the contract for Federal financial assistance pertaining to
<br />the project is necessary to enable the project to be completed in accordance with
<br />the Conservation Plan for the Olde Towne Conservation Project, Va. R-49.
<br />
<br />That additional financial assistance under the provisions of Title I of the Hous-
<br />ing Act of 1949, as amended, is necessary, and accordingly, the filing by the
<br />Authority of application for such financial assistance under Title I is hereby a~-~
<br />proved.
<br />
<br />That all and singular terms of a certain agreement entitled, "Revision No. 1 to the
<br />Cooperation Agreement for the Olde Towne Conservation Project, Va. R-49" between
<br />the Portsmouth Redevelopment and Housing Authority and the City of Portsmouth
<br />dated January 9, 1973, a copy of which is attached hereto, be and the same hereby
<br />are approved.

<br />That the City Manager is hereby authorized and directed to execute the aforementione~
<br />"RevisiOn No. i to the Cooperation Agreement, Olde T0wne Conservation Project" on ~
<br />behalf of the City of Portsmouth, and the City Clerk to duly attest and attach the
<br />seal of said City."

<br /> 73-12 - "I~submit the attachedresolution ~nd recommend its adoption. This approves and
<br /> authorizes the execution of a reVised'cooperation agreement with the Portsmouth Redev-eloPmen~
<br />and Housing Authority for the Park View Conservation Project; Va. R-48.

<br /> These are financed amendments to allow the City to take advantage of additional non-
<br />cash credits due to increased construction costs over estimates made in 1968. This also'
<br />takes advantage of pooling credits from the Fort Nelson Urban Renewal Project."

<br /> On motion of Mr. Smith and seconded by Mr. Johnson~ the following resolution was ad~pted
<br />and by the following vote:

<br /> "RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH APPROVING AND AUTHORIZING
<br /> THE EXECUTOR OF A REVISED'COOPERATION AGREEMENT WITH THE PORTSMOUTH REDEVELOP-
<br /> MENT AND HOUSING AUTHORITY FOR THE-PARK VIEWCONSERVATION PROJECT, VA. R-48.

<br /> WHEREAS, under the provisions of Title I of the Housing Act of 1949 as amended, the
<br />Secretary of Housing and Urban Development entered into a contract with the Portsmouth
<br />Redevelopment and Housing Authority on June 25, 1969, to provide financial assistance to
<br />the Authority for undertaking urban renewal activities within the Park View Conservation
<br />Project, Va, R-48, as specified in the document entitled, "Conservation Plan for the Park
<br />View Conservation Porject, Va. R-48", which has been approved by bot~ the Authority and the
<br />City of Portsmouth; and
<br />
<br /> WHEREAS, the Authority has applied for additional financial assistance under said Act
<br />in order to complete said project and proposes to enter into a amended contract with the
<br />Department of Housing and Urban Development for the undertaking of and for making available
<br />additional financial assistance for the project; and
<br />
<br /> WHEREAS, a revised Cooperation Agreement for the said project has been prepared which
<br />adjusts the'obligation of the City to accord with said amendatory application, which re-
<br />vision has been carefully reviewed at this meeting; and
<br />
<br /> ~4E~EAS, the City Council is~.cognizant of the conditionsthat are imposed in the under-
<br />taking and carrying out of urban renewal projects with Federal financial:assistance under
<br />Title I~ including those prohibiting discrimination because of race, color, creed~ or
<br />national origin;
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmol~th:
