<br /> "The Board of Directors of Community Action, Inc. wishes to congratulate the City Counci~
<br />on its decision to adopt the Mass Transit Plan to the Southeastern Virginia Planning District
<br />Commission.
<br /> We ~eel that implementation of such a plan as soon as possible is mandatory for the tota~
<br />develop~ent of this region as well as for the separate jurisdictions within it.
<br />
<br /> Only through regional concepts such as this can a chhesive metropolitan area develop int~
<br />an entity greater than the sum of its parts.

<br /> 75-42 - The following letter, dated January 15, 1973, received from Richard J. Davis,
<br />Chairman, Community Action Incorporated, as mailed to members of City Council:
<br />
<br /> "During the January 9, 1973 session of City Council an ap~arent misunderstanding arose
<br />with regard to an alle~ed,',recommendation of "The Portsmouth Study".
<br />
<br /> A statement made before Council that night insisted that the "Study" had recommended
<br />a "strong mayor" (re:p.84). This is not correct.
<br />
<br /> During the course of the study, the research team was presented with the proposition of
<br />a "full-time mayor" but mentioned it only as a possible point for future consideration, not
<br />as a recommendation.
<br />
<br /> The opinion of the research team was that the establishment of the office of deputy city
<br />manager would be better suited to the City's needs, therefore the proposition with regard to
<br />the mayor was not followed up.
<br />
<br /> On December 19, 1972 before Council, Community Action, Inc. represented by Mr. Lyle Reed
<br />spoke against the proposed charter change which would provide for a directly elected mayor.
<br />
<br /> It is our~most fervent desire that our efforts accrue to the improvement of the quality
<br />of life in Portsmouth. Such a goal requires not only cooperation within our organization but
<br />between ourselves, both individually and collectively and others in this community.
