,J&pu~rv 25 '~ <br /> <br />73-6 The following ordinance, approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $9600.00 FROM THE GENERAL CAPITAl IMPROVEMENT <br />FUND FOR ALTERATIONS TO THE JUVENILE AND DOMESTIC RELATIONS COURT OFFICES, <br />CITY COUNCIL CHAMBERS AND THE WESTERN WALL OF THE COMMUNITY PLANNING MANAGE~ <br />MENT ROOM." <br /> <br /> On mo~ion of Mr. Smith and seccnded by Mr. Johnson, the ordinance was adopted, and by <br />the follewing vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />73-7 The following ordinance, approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $24,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE PURCHASE OF FURNITURE FOR THE RENOVATED SOCIAL SERVICES HEAD- <br />QUARTERS AT 700 N@RTH STREET." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 73~36 - The loll'owing letter received fr6m William D. Beard, Chairman, Planning Com- <br />mission, was read: <br /> <br /> "During the last two (2) sessions of our Virginia General Assembly, we have supported <br />legislation to create a "METROPOLITANz~CORE AREAS STUDY COMMISSION". Delegate William P. <br />Robinson from the City of Norfolk has again introduced a bill which would accomplish this <br />objective. Portsmouth is deeply involved in its role as our Governor's urban research labo~ <br />ratory. The City Planning Commission hopes that this legislation will be passed and trusts <br />that our City Council will again endorse the proposal which is designated as House Bill <br />No. 185." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, to be referred to a conference, was <br />adopted by unanimous vote. <br /> <br /> 73-37 - The following letter receiv4d from Mrs. Joyce Winston, President, Southside <br />Neighborhood Assembly, was read: <br /> <br /> "The Southside Neighborhood Assembly is very much concerned in the welfare of Southside <br />and its residents. <br /> <br /> We have been considering the usage of revenue sharing funds in this particular area; <br />and how they may be utilized. We are most concerned that a portion of revenue sharing be <br />used for two specific p~rposes, namely : (1) a Neighborhood Facility similar to the one on <br />Elm Avenue; (2) a swimming pool to accommodate the children within this particular area dur- <br />ing the summer months or whenever necessary. Certainly, there is a drastic need for the <br />two things named above. We hope that you will give them your full consideration and support. <br /> <br /> Motion of~M~r..Holley and secan~ed by Mr. Smith, the matter b~ referred to the Municipal <br />Finance Commissio~ and Mrs. Winsto~ to be advised as to their recommendation, was adopted <br />unanimously. <br /> <br /> 73-38 <br />Street: <br /> <br />The following request to speak was received from George R. Walker, 1749 Spratley <br /> <br /> "It is requested that my name be placed upon the agenda of the 23 January, 1973, meeting <br />of City Council immediately prior to Council's consideration of Item 73-20, the 1968 Hattcns- <br />ville Study which was removed from the table last meeting, and to address that issue if the <br />abovesaid study has not bee~ received from the PRHA at that time." <br /> <br />Mr. Walker spoke. (See Exhibit 73-38) <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, to be received as information was <br />adopted unanimously. ' <br /> <br /> 73-39 The following letter received from Richard tvins, Chairman, Portsmouth Parking <br />Authority, was read: <br /> <br /> "It is respectfully requested that the City Council arrange a meeting as soon as possibl <br />to meet with the Portsmouth Parking Authority. <br /> <br /> The members of the Portsmouth Parking Authority would like to discuss the financing of <br />parking decks to be located on Edinburgh Square parking lot on County Street behind Leggett' <br />Department Store. ' <br /> <br /> It would be appreciate if City Council would consider the operation of on-street parkingI <br />be a part of the operation of the Portsmouth Parking Authority. If this can be accomp~ished,l <br />the Parking Authority would have jurisdiction over all parking meters and parking lots in theI <br /> <br /> <br />
