<br />3. Vandalism and Burglary
<br />
<br /> The Police Department advises that they are doing everything possible to put a stop
<br />to this.
<br />
<br /> It is known that teenagers are committing these offenses and some arrests have been
<br />made. Nine teenagers have been arrested and charged with burglarizing ten dwellings and
<br />buildings in the Cradock area. Some of the items stolen were recovered and statements by
<br />the teenagers involved have been received, admitting their part in the burglaries. When
<br />these cases came up in Juvenile Court, they were dismissed due to a technicality in the
<br />search warrants~ thereby placing these juveniles back on the street. One of the boy's father
<br />was charged with possession of stolen goods burial'of this date, he has not been tried.

<br /> Saturday, January 19. Police arrested two juveniles who were among the nine teenagers
<br /> previously arrested. From this arrest, the Police have been able to clear up nine burglaries
<br /> that have occurred in the Cradock area."

<br /> Motion of Mr. Smith and seconded by Mr. Holley, to be received as information and that
<br /> the Cradock Property Owners Association and Cradock Baptist Church. to be advised, was adopte~
<br /> by the following vote:

<br /> 75-35 - "I submit the attached resolution and recommend its adoption. This supports
<br /> the development of a Regional Juvenile Detention Facilities. This signifies Portsmouth's
<br /> intent to participate in the program and construct facilities in cooperation with the other
<br /> political subdivisions in the area."

<br /> On motiOnr of Mr. Holley and seconded by Mr. Smith,,the following resolution was adopted
<br /> and by the following vote:
<br />
<br /> "A RESOLUTION IN SUPPORT OF DEVELOPMENT OF A REGIONAL PHYSICAL FACILITIES
<br /> PROGRAM AS AN ALTERNATIVE TO INCARCERATION OR OPEN PROBATION FOR DELINQUENT
<br /> CHILDREN.
<br />
<br /> WHEREAS, the Center for Metropolitan
<br />the "Juvenile Facilities Study" showing a
<br />or open probation for delinquent children;
<br />
<br />Studies of Old Dominion University has completed
<br />need for meaningful alternatives to incarceration
<br />and
<br />
<br /> ~HEREAS, studies made by the State Department-of Welfare and Institutions confirm the
<br />need for such alternatives; and
<br />
<br /> WHEREAS, the
<br />Planning District
<br />programs to fulfill
<br />
<br />Juvenile Counselling Coordinating Committee of the Southeastern Virginia
<br />Commission has been charged with the responsibility of developing suitable
<br />
<br />these needs; and
<br />
<br /> WHBREAS, the Juvenile Counselling Coordinating Committee has
<br />Physical Facilities System Program which is more fully described
<br />tee on file with this Council; and
<br />
<br />generated a Comprehensive /
<br />in the report of said commlit~~

<br /> ~MEREAS, the proposed program has been shown to be a.valuable response to the problems
<br />of dealing with delinquent children.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that this Council does hereby approve and support the Comprehensive Physical Facilities
<br />System Program as a sound approack-to problems of juvenile corrections in this region."
