January 23, 1973 <br /> <br /> This contract involved extensive renovation of this filter plant originally constructed ~ <br />in.194~. Sin~e m~h of the work involved renovation of facilities which could not be inspected <br />prior ~o construction, once the facilities were exposed and replacement deemed necessary, t <br />change orders were authorized to accomplish the work. Additionally, some items were not <br />included in the plans, but the desirability of including them during construction became <br />apparent as work progressed. The total cost of change orders was $24,065.09. The total <br />cost of the project is: <br /> <br />Original Contract <br />Change Orders <br />Engineering and Inspection <br />Bid Advertisement <br /> <br />$545,010.00 <br />24,065.09 <br />53,123.95 <br />41.40 <br />$622,258.44 <br /> <br /> This appropriation is requested to cover expenditures in excess of the original appropri~ <br />ation.". <br /> On motxon of Mr. Smith and seconded by Mr. gohnson, the following ordinance was approvedi <br />on first reading~ and~:by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $22,500.00 FROM THE PUBLIC UTILITY FUND FOR <br />ALTERATIONS TO THE NO. 2 WATER FILTER PLANT IN SUFFOLK, VIRGINIA." <br /> <br />Ayes: Early, Holley~ Johnson, King, Smith, Wentz, Barnes <br />Nays; None <br /> <br /> 73-32 - "At the last meeting of the City Council~ a letter from the Cradock Property <br />Owners~ Association and the Cradock Baptist Church was referred to me for a report. <br /> <br /> The Property O~rners' Association letter addresses itself to three different subjects <br />and will be reported in the order listed: <br /> <br />1. Taxes <br /> <br /> A. Tax relief for the elderly - This is currently under study by the City Council. <br />There are also several bills under consideration in the current General Assembly session <br />that could affect any action the Council may take. It would seem that the Council should <br />await any action by the General Assembly. <br /> <br /> B. Increase in Real Estate Assessment due to the use of aluminum siding - Since this <br />is the responsibility of the City Assessor, I submit the following from him: <br /> <br />"The assessment of real estate is based upon the market value <br />of a property. Given a choice, the prudent purchaser, if con- <br />sidering two like homes, identical.in all respects, save ex- <br />terior cover, would pay more for the home with aluminum siding <br />than the other of wood requiring annual maintenance. Therefore, <br />in judgment, the market place reflects a hi~her value and aluminum <br />siding per se constitutes an improvement. <br /> <br />"As to the $40.00 annual tax increase, I would be interested <br />in knowing where this figure came from since it represents a <br />$2,570 increase in appraised value." <br /> <br />2. Major Improvements <br /> <br /> A. Curb and guttering on Decatur Street alongside James tturst School ! am not aware <br />that the City Council promised this work. A study ~as made by the Engineering Department <br />at the request of the School Board to establish the cost. There has been some misunderstandi~ <br />about the funding of this project and~ also~ in the beginning~ some uncertainty as to where <br />to locate the parking area. <br /> <br /> The matter of the location has been settled and plans have been prepared for the paving <br />curbing and drainage adjustments. The funding for this project has not been agreed on. <br />Originally, it was proposed that the City and School Board share equally in the cost. It <br />is estimated that the cost of the project is $7~017, and under the original Plan, this would <br />mean $3,508.50 cost each to the School Board and the City. <br /> <br /> B. Curb and Guttering, Harris Road - Plans are complete for this job and ready to <br />be bid as soon as weather conditions make it practical to start. <br /> <br />The letter from the Cradock Baptist Church was related to this matter. <br /> <br /> C. Streets in Cradock having a high cro~ra Bainbridge Avenue between George Washingto~ <br />Highway and Harris Road is one street falling in this category. An inspection and study <br />was done of this street towards removing the high cro~n. The estimated cost to accomplish <br />this is $46,600. This does not include any cost for ~he treatment (stabilization) of the <br />subsoil on Bainbridge Avenue. If the same soil conditions are encountered as those in the <br />lower end of Cradock, subsoil stabilization would be necessary. This work is estimated <br />to cost $8,740. It must also be noted that both the north and south ends of Bainbridge <br />Avenue are slated for drainage improvements. The lowering of the high crown should not <br />be done prior to the drainage work. <br /> <br /> <br />
