February 13, 1973 <br /> <br />10, page 43. <br /> <br />Beginning at a point in the nortb lin~ of West Norfolk Road (formerly Virginia <br />Avenue), said point being 51.17 feet.northwest of the ~northwest corner of the <br />intersection of West'Norfolk Road and Progress Avenue (formerly Third .&venue); <br />runs thence in a northeasterly direction in a line parallel with the south line <br />of Chemical Way (formerly Jefferson Street) 35.70 feet to a point in the w~st <br />line of Progress.Avenue; runs thence in a northesterly direction along the <br />west line of Progress Avenue 20 feet to a point; runs thence in a southwesterly <br />direction in a line parallel with the south line of Chemical Way 55~18 feet to <br />a point in the north line of West Norfolk Road; runs thence in a southeasterly <br />direction along the north line of West Norfolk Raod 27.92 feet to a point, the <br />POINT AND PLACE OF BEGINNING." <br /> <br />S 73-5 - Alley approximately 200 feet east of West Norfolk Road in the block bounded <br />y~ding Street on the north, Progress Avenue on the east; Chemical Way on the <br />south, and West Norfolk Road on the West; Attorney J. Martin for Virginia <br />Chemictas, Inc. <br /> <br /> The Planning Commission recommends closure of this alley as described hereafter: <br /> <br /> "All that certain piece or parcel of land lying and~being in the City of <br /> Portsmouth, Virginia, and more particulary described according to that certain <br /> plat entitled "MAP OF EST NORFOLK ACCORDING-TO GRIMES AND HARGROVES'S SURVEY" <br /> of record in the Clerk's Office of the_Circuit Court of the City of Chesapeake, <br /> Virginia in Map Book 10, page 43. <br /> <br /> Beginning at a point in the north line of West Norfolk Road (formerly Virginia <br /> Avenue), said point being 1S3.SS feet northwest~of the northwest corner of the <br /> intersection of West No~folk Road and Chemical Way (formerly Jefferson Street); <br /> runs thence in a northeaster.ly direction in a line parallel with the north <br /> line of Chemical Way 197.87 feet to a point; runs· thence in a northwesterly <br /> direction in a line parallel with the west line of Progress Avenue (formerly <br /> Third Avenue) 20 feet to a point; runs thence in a southwesterly direction ~n <br /> a line parallel with the north line of Chemical Way 217.35 feet to a point <br /> in the north line of West Norfolk Road; runs thence in a southeasterly direction <br /> along the north line of West Norfolk Road 27.92 feet to a point, the POINT AND <br /> PLACE OF BEGINNING." <br /> <br />S 73-6 - Application o~ the Portsmouth Redevelopment and Housing Authority by <br />Attorney Donald Kilgore (NOTE: On the Crawford Redevelopment Project plan <br />(VA=R-53) City Council has already agreed to close off South Street between <br />Court Street and Crawford Street, and that petition is one more stepin <br />carrying forward the renewal proposal), to close South Street between Court <br />Street and Middle Street. <br /> <br /> This segment of South Street is located entirely within the boundaries of the <br />Crawford Redevelopment Pro~ect VA R-53 as defined by an ordinance of the City Council. This <br />action would be in keeping with~the .officially adopted redevelopment project plans and con- <br />stitute one more step forwarRdin our downtown renewal program which the City Planning Com- <br />mission endorses." <br /> <br /> Motion of Mr..Early and seconded by Mr. Johnson, to be referred to the City Attorney <br />for proper handling, was ad~pted by unanimous vote. <br /> <br /> 73-60 - The following request to speak was received from Simon P. Carrington, <br />President of the Wilson Ward Civic League: <br /> <br /> "The Wilson Ward Civic League request to include Mr. John Madison of 37 Radfo~d <br />St., Portsmouth, Va., on your agenda ~n your next regular City Council meeting to speak <br />for the Wilson Ward Civic League, and the residents of Calvin, Radford, and Choate Streets <br />relative to petitions signed by the~residents requesting curbs on the said streets." <br /> <br />Mr. Madisoa spoke and presented the following petition: <br /> <br /> "The Wilson Ward Cfvic League representing the undersigned citizens of Portsmouth, <br />Virginia, residents of Calvin, Radford, and Choate Streets, do petition the Governing Agenciea <br />of the City of Portsmouth, Va., specially the City Council and the City Manager for instal- <br />lation of curbs and gutters on Calvin, Radford, and Choate Streets in Douglas Park. The <br />residents of the said streets have waited patiently for the completion of curbs and gutters <br />in Douglas Park that was promised them by the City'Manger through the improvement Committee <br />of the Wilson Ward Civic League.
