<br />Since the Federal Government and the State will no longer finance the
<br />senior citizen cen~er on.Court Street after 1 Oct 1973, it is requested
<br />that the Center be financed from the revenue sharing funds Portsmouth
<br />will received in July-73, to avoid the closing of the Center.
<br />
<br />The senior citizens of Portsmouth must have some relief from the high
<br />taxes, especially real estate tax. A portion of the revenue sharing
<br />funds received in July 1973 should be applied toward a realistic re-
<br />duction of real estate tax, NOT A DEFBP~ENT, and sh.ould be funded by
<br />the city or city and state, on a respectibel formula. After all, the
<br />revenue sharin~ funds are in reality a refund of the taxes these same senior
<br />citizens have paid to th~ Federal Government over a period of years and
<br />they should be the ones to benefit by receiving a substantial part of
<br />these funds.

<br /> 3. There are other needs of the senior citizens of Portsmouth such as, low cost
<br />housing, reduced transportation, etc., but the two items listed above are the most urgent
<br />and something must be accomplished in those areas immediately.
<br />
<br /> 4. We urge each councilman to give his support to these two items when he ¥otes on
<br />the proposals for spending Portsmouth's Revenue sharing funds to be received in July 1973

<br />dorse the petition of West Park View c,itizens for the installation of traffic light-s at
<br />th~ intersection of Peninsula Avenue and London Boulevard for r~asons set forth in the
<br />petition.

<br /> "WE, the undersigned residmnts of West Park View, Portsmouth, Virginia, join with the
<br />membership of the West Park View Garden Club in petitioning the City of Portsmouth to install
<br />traffic lights at the intersection of Peninsula Avenue and London Boulevard.
<br />
<br /> Absence of traffic lights at this intersection creates a hazardous situation for motor-
<br />ists and pedestrians. Several accidents resulting in personal injuries and property damage
<br />h~ve occurred at this point.
<br />
<br /> Furthermore, West Park View, from the standpoint of safety, is literally "boxed in".
<br />Residents desiring to use London Boulevard in order to effect a safe entry to, or exit from,
<br />are required to travel through Park View to use the Elm Avenue intersection, or through Shea
<br />Terrace to the Constitution Avenue intersection.
