February 15- 1973 <br /> <br /> As you know, it was the Portsmouth Parking Authority's recommendation that surface <br />parking be initiated at only $7.00 per month, and average rental from the new ramp be only <br />$10.00 per month. They also suggested turning over all metered parking proceeds to the <br />Portsmouth Parking Authority in order to service deficit expected in the amount of approxi- <br />mately $41,500 per year. <br /> This Commission feels that the demand for parkiBg as shown by the two studies justifies <br />our recommendation for eight (8) and twelve (12) dollar rates for monthly parking. <br /> We support the Portsmouth Parking Authority's recommendation that all mstered parking <br />facilities be administered by the Parking Authority and receive all revenue therefrom. How- <br />ever, as outlined in provision one of this recommendation, we support 104 per hour instead <br />of the current 54 now being charged for City meters and that all meters on off-street lots <br /> 50~ for all day parking. The approximate income from <br /> neighborhood of $53,000 per year at 56 per hour. With <br /> estimated the parking meter revenue will increase approxi. <br /> <br />be 10% for cue hour and aminimum of <br />City owned parking meters is in the <br />the increase to 10e per hour, it is <br />mately $47,000 per year. <br /> <br /> Based on the foregoing change <br />offset the projected deficit of the Portsmouth <br />to the City. <br /> <br />in rate structurs, the additional revenue should <br /> Parking Authority, and return a cash <br /> <br />more than <br />surplus <br /> <br /> It should be further noted that the projected completion of the new ramp coincides with <br />the Portsmouth Redevelopment and Housing Authority's expected completion of the Crawford <br />Urban Renewal Project. The City wculd receive non-cash credits for the total construction <br />cost of the proposed ramp in addition to satisfying the growing demand for parking in this <br />area of the City. <br /> <br /> This~Commission also feels that the Portsmouth Parking Authority should review their <br />plans i~iorder to determine if additional levels would be required at Edinburgh. If so, coul~ <br />additional floors be feasibly added based on current plans. Secondly, consider whether the <br />cost of roofing the third floor would increase revenue sufficiently to more than justify cost <br />thereof. <br /> <br /> The above recommendations were approved at the monthly meeting of the Municipal Finance <br />Commission and are forwarded for your information." <br /> <br />The following letter from the City Manager was read: <br /> <br /> "Due to the legal requirements, City Council is required to set the rates for all on-str~ <br />parking in the City of Portsmouth. Based on this, it is my recommendation that the on-street <br />metered parking rates be set at 54 for each half hour. This rate will coincide with the Muni~ <br />ipal Finance Commission's recommendation of 10t per hour but will allow for S4 parking in 30- <br />minute increments. <br /> <br /> Also, it is my recommendation that an agreement for operation of the parking meters and <br />ramp parking be drawn between the City and the Portsmouth Parking Authority, that this agreem~ <br />contain all fees for parking, metered rates and an annual budget for operation and debt re- <br />quirements for all parking facilities. <br /> <br /> I recommend that the City Attorney draft this agreement and submit it to City Council <br />for approval. <br /> <br /> Motion~of Mr. Johnson and seconded by Mr. Smith, to concur in the recommendation of <br />the City Manager, was adopted by the following vote: <br /> <br />Ayes: Early, Johnson, <br />Nays: None <br />Abstaining: Wentz <br /> <br />King, Smith, Barnes <br /> <br />et <br /> <br />at <br /> <br />- NEW BUSINESS - <br /> <br /> 73-56 - The fcllowing letter was received from Mrs. Miriam Haywood, 4008 Windymille <br />Drive: <br /> <br /> "I would like to know what is proposed for the residents of the Churchland area con- <br />cerning recreation areas. <br /> <br /> Please consider the fact that there are no play grounds or any other type of recreational <br />facilities in Churchland. Therefore, our children from tots to teens ~ave no place to play <br />except in the streets. This is not only dangerous for our youngsters b~t for drivers as well <br /> <br /> Our teenagers are in dire need of a supervised recreation center as are our younger <br />children. <br /> <br /> I~ ap.peal to you, not only as a taxpayer, but as a concerned parent to have some con- <br />sideration~ for our children and provide 'them-with a safe place to p~ay. <br /> <br /> Let the residents of Churchland see some of their tax <br />and perhaps save their children. <br /> <br />I believe whole heartedly that we deserve this much. <br /> <br />dollars put <br />Don't you?" <br /> <br />to work <br /> <br />in their area <br /> <br /> <br />
