<br /> TRUST FUND AND TO ALLOCATE SAID FUND FOR THE OPERATION OF PUBLIC HEALTH
<br /> PROGRAMS, PUBLIC SAFETY, RECREATION AND PUBLIC LIBRARIES."

<br />DOMESTIC RELATIONS COURT."

<br /> ALTERATIONS TO THE No. 2 WATER FILTER PLANT IN SUFFOLK, VIRGINIA."

<br /> 73-39 - The following letter received from George F. Davis, Chairman, Municipml Finance
<br />Commission was read:
<br />
<br /> "On Monday, Febrnary 12,

<br />1973, the Portsmouth Municipal Finance Commission met to dis-
<br />to construct and operate a three level parking deck at Edin-
<br />
<br /> We understand from our subcommittee, who met with representatives
<br />Parking Authority, Frederick B. Hill & Company (CPA's) and consultant,
<br />been furnished copies of the feasibility study and its amendment.

<br /> Our subcommittee has studied the above referenced report, met and reviewed with the
<br />proper officials from the Portsmouth Parking Authority the financiml aspects of the pmpposed
<br />three level parking ramp at Edinburgh Square. After hearing their report and thorough dis-
<br />cussion, the Municipal Finance Commission makes the following recommendation:
<br />
<br /> The Portsmouth Parking Authority be authorized to proceed with plans to construct a
<br />level parking deck at Edinburgh Square subject to the following provisions:
<br />
<br />All of the parking meters
<br />by the City be assigned to
<br />stipulation:
<br />
<br />in the City of Portsmouth that are presently owned
<br />the Portsmouth Parking Authority, with the following
<br />
<br />a. All meters that are presently at 5~ for one hour parking be changed as
<br /> recommended to 10~ for one hour parking, and that all meters on off-
<br /> street lots be 10~ for one hour and a minimum of 503 for all day parking.
<br />
<br />That the excess cash receipts of the Parking Authority, after cash expenditures,
<br />be returned to the City of Portsmouth i~stead or'the 10% of net profit as now
<br />specified by Ordinance establishing the Portsmouth Parking Authority.
<br />
<br />The present existing parking lots (surface parking) that are owned and operated
<br />by the Parking Authority will be increased from ~6.00 per month to $8.00 per
<br />month effective July 1, 1973, and continue to increase to $i0.00 per month over
<br />the ensuing two years. The fee for reserve parking in the proposed parking
<br />ramp should average $12.00 per month to start, and increase to ~lS.00 per
<br />month over the next two ~ears.
