<br /> h~EREAS, it is necessary that a public hearing be held upon the question of whether
<br />the resolution creating such an agency should be adopted;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />Section 1. That this body hold a public hearing upon the question of whether to adopt
<br />a resolution creating a regional agency to preserve open space land and provide recreational
<br />facilities pursuant to the Public Recreational Facilities Authorities Act in its Chambers
<br />on March 15, 1973, at 7:30 P.M.
<br />
<br />Section 2. That the Clerk is authorized and directed to advertise said public hearing
<br />at least once, not less than ten days prior to the date fixed for such hearing, in a newspape~
<br />having a general circulation in this political subdivision. Such notice shall set forth
<br />the proposed resolution in full."

<br /> 75-52 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This closes a portion of Seventh Street in the Churchland area, which lies West of Tyre
<br />Neck Road. This has been requested by the adjacent property owners. The Planning Commission
<br />has approved the closing and a copy of the report of the viewers is attached hereto."

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approvedI
<br />on first reading, and by the following vote:

<br />"AN ORDINANCE TO CLOSE A PORTION OF SEVENTH STREET."

<br /> 73-55 - "I submit the attached two ordinances and recommend they be placed on first
<br />reading. The first ordinance creates a study commission to make a study of cable television.
<br />This commission is to make recommendations to the City Council with regard to construction
<br />of such a system, including the feasibility to grant a franchise as well as survey the
<br />City's sense about the utilization of cable television.
<br />
<br /> The commission shall consist of 7 members with 4 citizens appointed by the Council,
<br />along with the City Manager, the City Attorney and the Superintendent of Schools or his
<br />authorized representative.
<br />
<br /> The second ordinance appropriates $t8,000 to employ a consulting firm to advise the
<br />commission as well as the City Council on the development of a cable television system
<br />in the City. The consulting firm will provide services to the City through four phases
<br />towards the development of a cable television franchise. The initial phase will be the
<br />study conducted by the committee with the consultants providing assistance to .the committee
<br />on the requirements to be met by the cable television system, the technical alternatives
<br />available and the process for satisfying community needs.
<br />
<br /> The second phase is the legislative which consists of preparing, evaluating and passing
<br />a cable television ordinance. The consultants will assist the City Attorney in this phase.
<br />
<br /> The third phase will be the preparation of bids and the submission for the granting
<br />of a franchise. The consultants will evaluate the bids and make recommendat~ions as to
<br />the best bid in the City's interest.
<br />
<br /> The fourth phase is the regulatory phase in which the consultants will advise as to
<br />the best method of monitoring the construction and the day-to-day operation of the cable
<br />system. The consultant will provide assistance in establishing standards and procedures
<br />for the enforcement of the franchise ordinance.
<br />
<br /> It is further recommended
<br />to assist the City. The total
<br />that I be authorized to sign a
<br />
<br />that the Mitre Corporation b.e employed as the consultants
<br />cost for these services amounts to $17,686. I recommend
<br />contract with this firm."
<br />
<br /> On motion of Mr. Johnson and seconded by Mr.
