Stuart Bolling Co, was adapted by the followin~ <br /> <br />Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />73-S0 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $242,000 from the Capital Improvement fund for the renovation <br />of City owned property at the Southwest corner of Dinwiddie and King Streets. <br /> <br /> Upon completion, this building is to be used by the Department of Social Services <br />to house their staff responsible for income maintenance programs. These operations are <br />now conducted in the old Court Clerk's building on High Street and in the Colony Theatre <br />building. Reimbursement for renovations, furnishings, maintenance, utilities, and useful <br />life of building, will be made to the City in monthly rental charges paid by the Department <br />and Welfare and Institutions, Commonwealth of Virginia. <br /> <br />Bids were received on October 26, 1972, for this work as follows: <br /> <br />1. W. H. Belanga ~ Associates $249,700 <br />2. G. R. Davis ~ Sons $238,000:~ <br />3. A. L. Ferguson, Inc. $236,736 <br />4. Metro Construction Co. $237,552 <br />S. J. L. Smith Corporation $224,$66 <br /> <br /> The low bid was considerably higher than the architects estimate. By some structural <br />design changes, deletions and negotiations with the low bidder, a Contract price of $190,771 <br />has been offered by J. L. Smith Corp. <br /> <br /> This appropr, iation ($242,000} covers contract <br />fees, supervision and inspection, and furnishings. <br /> <br /> I request permission to award a contract to J. <br />this project. <br /> <br />award for renovation, architectural <br /> <br /> L. This signifies <br />the intention of the City Council of Portsmouth, Virginia, to adopt a resolution creating <br />a Regional Recreation Authority pursuane to the Public Recreational Facilities Authorities <br />Act and providing for a public hearing thereon. <br /> <br /> It is necessary that Council adopt this resolution in order for the City to join <br />in a Recreation Authority with other political subdivisions in Planning District 20. <br />It is also necessary that Council hold a public hearing upon the question of whether to <br />adopt a resolution creating a regional agency to preserve open space land and provide <br />recreational facilities. This public hearing has been scheduled for March 13, 1973." <br /> <br />and <br /> <br />On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was adopteO, <br />by the following vote: <br /> <br /> ~A RESOLUTION SIGNIFYING AN INTENTION TO ADOPT A RESOLUTION CREATING A <br /> REGIONAL RECREATION AUTHORITY PURSUANT.TO THE PUBLIC RECREATIONAL FACILITIES <br /> AUTHORITIES ACT AND PROVIDING FOR A PUBLIC HEARING THEREON. <br /> <br /> WHEREAS, it has been proposed that the political subdivisions in Planning District- <br />20 create a regional agency pursuant to the Public Recreational Facilities Authorities <br />Act to preserve open space land and provide recreational facilities; and <br /> <br /> ~dEREAS, this body presently intends to adopt a resolution creating such an agency; <br />and <br /> <br /> <br />
