<br />This appropriates $50,000 in the Public Utility Fund for construction of sanitary sewers in
<br />the Smithfield Road area, bounded by Claremont Drive, Beechdale Road, Francis Street and Deep
<br />Creek Boulevard. Residents of this unsewered area, annexed in 1960, have been having septic
<br />tank failure and have requested relief.
<br />
<br />Bids were received on January 30, 1973, for this construction as follows:

<br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved
<br />on first reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM TH~ GENERAL CAPITAL IMPROVEMENT
<br />FUND TO CONSTRUCT SANITARY SEWERS IN THE SMITHFIELD ROAD AREA."

<br /> Motion of Mr. Smith and seconded by Mr. Johnson, the contract be awarded to Welch
<br />Industries of Virginia Beach, Virginia, being low-bidder, was adopted by the following vote:

<br /> 75-49 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $49,700 from the Capital Improvement fund for relocation of utilities betwe~
<br />Fort Lane and Effingham Street in the Northside Urban Renewal Project.
<br />
<br /> In order that the area bounded by Effingham Street, Fort Lane, London Boulevard, and
<br />Cedar Grove Cemetery can be developed, it is necessary to close Glasgow Street, abandon the
<br />sanitary sewer and sanitary sewer suction ma~n there in and install new lines in the area
<br />just South of the Cemetery wall. It is also necessary to abandon an 18" storm drain line
<br />which now crosses this area and lay a new line parallel to the new sewer lines.
<br />
<br /> Bids were asked for this work on January 9, 1973, but only one bid was received. This
<br />was from A. Stuart Bolling Co. in the amount of $46,913. Since our Engineering Department
<br />estimate was only $59,000, negotiations were held with the single bidder and a contract price
<br />of $40,417.60 has been offered by Mr. Bolling.
<br />
<br /> The total appropriation reqnested ($49,700) includes cost of design, inspection, supervi
<br />sion, and contract award.
<br />
<br /> I concur in the recommendation of the City Engineer that a contract be awarded to A.
<br />Stuart Bolling Co. in order that this project can move forward as soon as possible."
