(6) Each participating political subdivision shall be entitled to one commissioner. <br />The commissioner £rom each partic£pating political subdivision shall be appointed by his <br />respective governing body for a term of three years commencing upon the date of expiration <br />of the term of his predecessor, except thatany vacancy occurring during a term shall be <br />filled for the unexpired portion of the term by the appropriate governing body. <br /> <br /> (7) The period for duration of .the authority is unlimited." <br /> <br />Section 2. This resolution shall, take effect only ifa substantially similar resolution <br />is adopted by'the other participating political subdivisions." <br /> <br />Mr, George R. Nalher spoke. <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the resolution was adopted and by <br />the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The follo~ing reports from the City ~anager were read: <br /> <br /> 73-82 - 'I su~it the attached ordinance and recommend it be placed on first reading. <br />This appropriates $10,000 for renovations to the Camden Avenue pumping station. <br /> <br /> Because of the age of this station-(constructed in 1947), it has not been operating <br />to the required capacity. The increased pumping head due to additional flows in the system <br />resulting from infiltration into the collector systems and additional connections have <br />created the problem. <br /> <br /> These funds will be used for the. replacement of impellers and motors to provide for <br />pumping at the design"capacity againstincreased head conditions. There will also be some <br />minor renovations to the building. This'.project is included in the City's five-year Capital <br />Program." <br /> <br /> On motion of Mr. King andseconded by Mr. Smith, the following ordinance was approved <br />on first reading, and by-the £ellowing rote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE RENOVATION OF THE CAMDEN AVENUE:PUMP STATION." <br /> <br />Ayes: Early; Halley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-83 - "I submit the attached two resolutions authorizing the sale of City-o~ned <br />surplus ,property and recommend their adoption. <br /> <br /> The first parcel is located at the southeast corner of Hatton and Blair Streets. <br />This wasacquired by the City because of delinquent taxes. There is a purchaser who desires <br />to build a residence-on the~property. Attached hereto is a-letter from the Planning Commis~ <br />sion approving this sale. <br /> <br /> The second parcel is located in'Suffolk and Nansemond on the Lake Kilby watershed. <br />The land is not-needed for the watershed. It has not been sold previously due to the proble! <br />of sewage disposal. This has now been resolved and the land should be sold." See letter received from Director of Planning. <br /> On mo~ion of'Mr. Smith and seconded by Mr. Johnson, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION TO AUTHORIZE THE CITY MANAGERTO ADVERTISE AND RECEIVE BIDS <br />FOR CERTAIN CITY~NED PROPERTY (BLAIR STREET). <br /> <br /> P/HBREAS, the City ofPortsmouth currently, o~ns a parcel of land located at the southeas <br />corner of Hatton and Blair Streets within the boundaries of said'City, the dimensions <br />of said parcel, being'approximately 87 feet_by 121 feet; and <br /> <br /> WHEREAS, the_sa~d property may be furtheridentified by making reference <br />26 in the Office of the.City Assessor, Portsmouth, Virginia, on which map the <br />appears as Parcel-9; and <br /> <br />to Tax Map <br />said land <br /> <br /> WHERBAS, the said landis no longer needed for.the public use of the City of Portsmouth <br />and it is, therefore, declared.to, be surplus property.. <br /> <br /> NOW, THEREFORE, BE'IT.
