<br />At a regular meeting of the City Council, held on March 19, 1973, there were present:

<br />Jack P. Barnes, E. Saunders Ea~!y, Jr., James W. Holley, Burrell R. Johnson,
<br />Isaac W. King, Raymond B, Smith, Robert W. Wentz, Jr,, A. P. Johnson, Jr,,
<br />City Manager, W. J. O'Brien, Jr., ~ity Attorney.

<br /> Prayer was offered by Councilman King.
<br />
<br /> Mayor Barnes extended a?word of welcome to visitors in attendance.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes as received,
<br />was adopted by the following vote:
<br />
<br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes
<br />Nays: Nohe
<br />
<br /> 73-81 Public Hearing was held on the following resolution:
<br />
<br /> "A RESOLUTION CREATING THE SOUTHEASTERN VIRGINIA RECREATIONAL AUTHORITY
<br /> PURSUANT TO THE PUBLICRECREATIONAL FACILITIES AUTHORITIES ACT.
<br />
<br /> ~4EREAS, it has been proposed that the political subdivisions located within
<br />District 20 create a regional agency to preserve open
<br />within the district; and
<br />
<br /> Planning
<br />space and provide recreational facilitil
<br />
<br /> WHEREAS, such an agency can be created under the provisions of the Public Recreational
<br />Facilities Authorities Act; and
<br />
<br /> 'WHEREAS, this body has held a public hearing on the q~estion of whether to create such
<br />an agency; and
<br />
<br />WIiERBA$, the creation of such an agency will be beneficial tothis community;
<br />
<br />NON, THEREFORE, BE.IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />Section 1. There is hereby created pursuant to the Puhtic Recreational Facilities Authoritie:
<br />ACt, a public body politic andcorpora~e, to be known as Southeastern Virginia Recreational
<br />Authority. The Articles of Incorporatxon of said Authority shall be as follows:
<br />
<br /> Articles of Incorporation
<br /> of the
<br />Southeastern Virginia Recreational Authority
<br />
<br /> The participating political subdivisions hereby associate to. form a public body politic
<br />and corporate of the Commonwealth of Virginia and to that end set forth the following:
<br />
<br /> (1) The name of the authority is Southeastern Virginia Recreational Authority, and
<br />its principal office is located at 110 West Plume Street, Norfolk, Virginia 23510.
<br />
<br /> (2) This authority is created under the Public Recreational Facilities Authorities
<br />Act; Chapter 59~, Acts of Assembly, 1962; Chapter 29, Title lS.l, Code of Virginia, 1950.
<br />
<br />(5) The participating political subdivisions are:
<br />
<br />City of Chesapeake
<br />City of Franklin
<br />City of Nansemond
<br />City of Norfolk
<br />City of Portsmouth
<br />City of Suffolk
<br />City of Virginia Beach
<br />County of Isle of Wight
<br />County of Southampton
<br />
<br />(4) The names, addresses and terms of the first members of the authority are as follows
