<br />CERTAIN CITY-OWNED PROPERTY (LAKE' KILBY TRACT).

<br /> WHEREAS, the City of Portsmouth currently owns a parcel of land
<br />City of Nansemond and partly in the City of Suffolk, which parcel of
<br />ly 5.5 acres adjacent to Lake Kilby; and

<br />lying partly in the
<br />land comprises approximate-

<br /> WHEREAS, this certain parcel-of land is more fully described and defined on that plat
<br />entitled "Property to be Disposed'of by Portsmouth Water Department, City of Portsmouth,
<br />Virginia, Lakeview Heights, Suffolk, Virginia".dated May 28, 1962, said plat being on file
<br />in the office of the City Manager; and

<br /> WHEREAS, the land is no longer needed{~r the public use of the City.of Portsmouth and
<br />is, therefore, declared to be surplus property.

<br /> NOW, THEREPORB, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is authorized to_advertise and receive bids for~the here-
<br />inabove described property on such terms and subject to such minimum bidrestrictions as
<br />he may deem proper."

<br /> 75-84 - "At its last meeting, City Council referred a letter to me from Carl B. Lowe,
<br />Chairman, Board of Directors of the Flynn Christian Fellowship Home and requested information!
<br />related to questions contained therein. There is a definite need for this type of facility ~
<br />in the City of Portsmouth. In the Norfolk-Portsmouth region of the State, according to the
<br />Bureau of Alcohol Studies, there are estimated to be 21,227 alcoholics. Portsmouth has 20.7%
<br />of the population of the Bureau's region, so we could expect 4,388 needing service if the
<br />alcoholics are evenly spread throughout the PlannLug District. Core cities, as a rule, are
<br />overburdened with this problem. For each alcoholic, there are four to five other persons
<br />affected among the immediate family and relatives. This means that the problem affects some
<br />20,000 people in the city, not to mention the effect on associates at work, otc. Alcoholics
<br />become a menace to society through increasing automobile accidents with injury and disability
<br />family breakup with the resulting effect on children as well as loss to the work force.
<br />
<br /> The Fl]mn Home, operated for a number of years in the City of Portsmouth, is the only
<br />facility of its type in the area and is'serving a useful purpose and showing: performance
<br />effectiveness. It merits the endorsement of the City Government and any help that we might
<br />give in tying in with State and Federal agencies for support,needed~to renovate, expand and
<br />operate the present facilities; I am advised that there are funds available through the
<br />Bureau of Alcohol Services, State Health Department, which~could be used to rehabilitate
<br />the present structure to proper standards and furnish it toprovide a half-way house capable
<br />of housing 50 residents. These funds are a one-time commitment by the State Health Depart-
<br />ment and cannot be used to purchase real .estate. Thebuilding, which is presently 'occupied
<br />by the Plynn Home, is on the market for sale and I am of the opinion that the Board of Directors
<br />is seeking to purchase this structure; This matter has been discussed with members of the
<br />Board by our Director of Pub~i~ Health. They ha~e ~een advSsed that if they can manage to
<br />purchase their present facilities, the City could aid them ~n making application for a grant
<br />tO rehabilitate the units. A Coordinator.of Alcohol ServiCes haSh eon employed by the State
<br />Bureau of Alcohol. Services and willOperate-unde~ the admin~strati~ve:control of the State
<br />Bureau and the Portsmouth Health Department. The Coordinator willY'survey this community
<br />and determine what problems exist and arrange'~for new and coordi~ate4 services in th~s field.

<br /> ThePlynn Home is eligible to be coordinated into'theComprehensive Drug Treatment and
<br />Rehabilitation Plan of the City of Portsmouth We have proposed~that the City develop a
<br />Community Alcohol Program with State Health Department fun~s. This~ program will be coordinat ~d
<br />with the Community Mental Health Program'.. The~five essential services proposed under the
<br />COmmunity Alcohol Program for Alcoholics {with-~hich the FIynn Home,can be coordinated) are
<br />very similar to those proposed by the Community'Mental Health Cen~er-£or psychiatrically
<br />disturbed individuals. The Community AlcohOlism Center will provide the same comprehensive
<br />a~ray of outpatient services for alcoholics that the outpatient clinicaare designed to deliv6r
<br />tomentally ill persons under the Community Mental Health Program~ The Alcoholism center
<br />wit1 also provide services specifically geared for alcoholics and~needed particularl¥ by
<br />this client group, suchas drinking driver programs, alcohol education, and orientation to
<br />local chapters of Alcoholics Anonymous. This ~too, could be coordinated with the Fl)mn Home.
<br />It is a specific recommendation of the Human Resources Council that the Division of Alcohol
<br />Control assist (with State money) the Flynn Home in order to strengthen its residential progr~m
<br />and that the Division contract with the Flynn.Home for residential.services.
<br />
<br /> Tho last question posed in Mr. Lowes letter asked if it would be possible that the
<br />City could give some help in relocation. Based on the information obtained which indicates
<br />that~the present home could be purchased and rehabilitated, there would be no need for this
<br />
