<br /> Mo~ion of Mr. Wentz and seconded by Mr, King, to be referred to the Municipal
<br />Finance Commission for proper action, was adopted by the following vote:

<br /> 73-139 The following letters received from '~M~ma~Raymond Howard, 4201 DeepcCreek
<br />Boulevard, ~homas J. ~ Evelyn G. Etheridge, ~5 Deep Creek Boulevard, and Edward G.
<br />Belch, 107 Kelly Drive, was read:

<br /> "As concerned citizens and home owners my husband I wish to go on record concerning
<br />existing sewer conditions of my neighbor~ aRd myself.
<br />
<br /> For severa~ years, we-have been patient and tried to go along with promises from the
<br />City on correcting the conditions. So far, they have spread a little lime, a small
<br />amount of gravel and nothing else. Through the years the conditions have gotten worse.
<br />Now after a small shower, the road and ditch in my front ,yard looks like a "river", the
<br />manhole cover spouts water for days, the tops of the three manholes flop up and down
<br />causing motorist to lose control. The water in front of our house just stands. We can-
<br />no~ mow the lawn for days after a little rain.

<br />house raw sewerage, toilet tissue and all types of waste can be seen

<br /> It seems that we, as taxpayers, deserve some consideration in this matter instead
<br />of the run around we have gotten in the past. If we were not concerned property owners,
<br />these things would not matter. We want to be proud homeowners and not have apologize to
<br />visitors for these primitive conditions. Since this is a definite health hazard, I trust
<br />you will do everything in your power to see that this situation will receive proFer

<br /> "We have been advised by Mayor Jack Barnes to present our problems to you, hopefully
<br />for a quick and effective solution to problems that have been getting progressivley worse
<br />for the past five years.
<br />
<br /> Our home at 4205 Deep Creek Blvd., West Cradock section of Portsmouth, seems to be th
<br />lowest spot in all of Poztsmouth. Our problems are as follows:
<br />
<br />1. Overflow into our yard of excessive amounts of water and what appears
<br /> to be raw sewage from a ~anhole opening at the entrance to our driveway.
<br /> This overflow causes-flo6ding of our lot, a terrible offensive odor,
<br /> erosion of our lot and driveway, very unsightly yard conditions, and a
<br /> definite health hazard for our family and neighbors. It a.tso- is a
<br /> danger f~r ~otorists on the street because at times t~he cover to the
<br /> manhole is pushed off by the water pressure leaving an open manhole
<br /> over which the cars are passing. It is surprising that someone hasn't
<br /> been injured here already. ~e ~.ave talked to everyone we can think
<br /> of regarding a solution to this problem and have been g~en no help
<br /> whatsoever. After the water finally stops overflowing, maybe 3 days
<br /> later, we can see a city truck with four or five husky workmen come out,
<br /> sprinkle a few handsful of lime on the smelly overflow area, which is
<br /> our front yard, stand around looking for 10 or 15 minutes and leave,
<br /> Sometimes they might add~a little gravel to our driveway which has
<br /> been eroded by the water. This is the only help we have been given.
<br />2. We are trying to tap on tD the city sewage system. However, it seems
<br /> that our home was not planned for when the sewer lines were installed.
<br /> There is no lateral for our house; therefore, we have been unable to
<br /> tap on to the city sewage system. We are still being charged a sewage
<br /> fee, even though we are unable to install city sewage. With all the
<br /> water that is pouring into our yard from the city streets, it doesn't
<br /> help our septic tank operation at all.

<br /> We feel that the City of Portsmouth should correct these problems in all haste be-
<br />fore they get any worse, if that is possible. O lr neighbors are very upset about this
<br />condition just as we are. There is a ~olution and we feel that these problems should

<br />
<br /> "I am writing this letter about terrible health problem. I live at 107 Kelly Dr.,
<br />Portsmouth. There is a small creek in my back yard and the only things I have ~ver seen
<br />in it is rats, otherwise the creek is dead. When it rains, the creek rises and overflows
<br />into banks and I have noticed raw sewage floating in it. I hve found out that the
<br />sewage comes from two manholes on Deep Creek Blvd. One manhole is at the intersection
<br />of Kelly Drive and Deep Creek Blvd. and the other one is in the d~iveway of Mr. g Mrs.
<br />Thomas Etheridge III on Deep Creek Blvd. I know that Mr. & Mrs. Etheridge tried to have
<br />this problem corrected but, as of this date there has been no action taken by the city.
