<br />73-134 - The following letter received from the Director of Planning, was read:
<br />
<br /> "At its regular monthly meeting on 3 April 1973, the City Planning Commission
<br />reviewed the matter of next steps in our municipal program of coordinated~systematic
<br />codes enforcement. To date, the City of Portsmouth has launched eight urban renewal pro-
<br />jects and, since 1964, has initiated fourteen official codes enforcement areas.
<br />
<br /> The City Manager Workable Program Coordination Committee suggested that West North-
<br />side be approved as Codes Area #15 and that East Highlands be approved as Codes Area #16.
<br />This was reviewed and approved by the Citizens Advisory Committee at its regular bi-monthl-
<br />meeting on 2 April 1973. Action by the Commission took place on the following day.
<br />
<br /> On the attached maps, you will see these two new codes areas delineated. West North-
<br />side lies between the Park View Urban Renewal Project Area and the Harbor Drive Freeway
<br />from London Boulevard north to Scotts Creek and Pinners Point Marine Terminals. The area
<br />contains approximately 300 acres and an estimated 850 dwelling units. East Highlands
<br />lies between George Washington Highway and Deep Creek Boulevard from Paradise Creek to the
<br />City of Chesapeake boundary, and is west of the Cradock Codes Area currently in execution.
<br />The area contains nearly 500 acres of land and an estimated 1,700 housing units.
<br />
<br /> With your approval, the joint inspection team from Health, Building and Fire Depart-
<br />ments will seek our civic groups through which to establish a network of block captains
<br />in each codas area. Copies of the map document will go to every housing unit in each
<br />neighborhood and serve as a basis of discussion between m~nicip~l officials and citizens
<br />affected by this program."

<br />Application of Attorney ~harles Hawkes, Jr. for Portsmouth
<br />Elks Lodge #82 and the Ambassador Club to close that portion
<br />of Williamsburg Avenue between the souther boundary of North
<br />Street and the northern boundary of the right-of-way of London
<br />Boulevard.
<br />
<br /> The Commission found no need to recommend retention of any easements in the course
<br />of this street c~osure."

<br /> Motion of Mr. Smith and seconded by Mr. Wentz, to be referred to the City Attorney
<br />for proper handling, was adopted by the following vote:

<br />financial interest" under the Virginia Conflict of Interest.~ ~ct, to be made a part of
