To date, the City of Portsmouth has launched eight urban renewal pro-
jects and, since 1964, has initiated fourteen official codes enforcement areas.

The City Manager Workable Program Coordination Committee suggested that West North-
side be approved as Codes Area #15 and that East Highlands be approved as Codes Area #16.
This was reviewed and approved by the Citizens Advisory Committee at its regular bi-monthl-
meeting on 2 April 1973. Action by the Commission took place on the following day.

On the attached maps, you will see these two new codes areas delineated. West North-
side lies between the Park View Urban Renewal Project Area and the Harbor Drive Freeway
from London Boulevard north to Scotts Creek and Pinners Point Marine Terminals. The area
contains approximately 300 acres and an estimated 850 dwelling units. East Highlands
lies between George Washington Highway and Deep Creek Boulevard from Paradise Creek to the
City of Chesapeake boundary, and is west of the Cradock Codes Area currently in execution.
The area contains nearly 500 acres of land and an estimated 1,700 housing units.

With your approval, the joint inspection team from Health, Building and Fire Depart-
ments will seek our civic groups through which to establish a network of block captains
in each codas area. Copies of the map document will go to every housing unit in each
neighborhood and serve as a basis of discussion between m~nicip~l officials and citizens
affected by this program."

Motion of Mr. Smith and seconded by Mr. Johnson, to be received as information, was
adopted by the following vote:

Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes
Nays: None

73-135 - The following letter received from the Director of Planning, was read:

"At its regular monthly meeting on 3 April 1973, the City Planning Commission re-
ceived and resolved to approve the following street closure application:

S-73-7

Application of Attorney ~harles Hawkes, Jr. for Portsmouth
Elks Lodge #82 and the Ambassador Club to close that portion
of Williamsburg Avenue between the souther boundary of North
Street and the northern boundary of the right-of-way of London
Boulevard.

The Commission found no need to recommend retention of any easements in the course
of this street c~osure."

Motion of Mr. Smith and seconded by Mr. Wentz, to be referred to the City Attorney
for proper handling, was adopted by the following vote:

Ayes: Early, Hotley, Johnson, King, Smith, Wentz, Barnes
Nays: None

73-136 - Motion of Mr. Smith and seconded by Mr. King, l~2ter from Councilman
Robert W.
