<br /> "Over the past two months we have happily been conducting Operat&on HOMECOMING,
<br />during which time 12 of the returning prisoners of warehave reported to the Naval Hospital
<br />Portsmouth, Virginia. ~-
<br />
<br /> As each group of the returnees arrived in the Tidewater area by air, the Portsmouth
<br />Police Department provided excellent escort service for the re~urnee's motorcade to the
<br />Naval Hospital. This escort service was responsible for the prompt safe deliver of
<br />these men and their families to the hospital.
<br />
<br /> On behalf of the United States Navy, I wish to express my sincere appreciation to
<br />you, the Chief of Police and those police personnel involved, for the excellent service
<br />rendered. The HOMECOMING Operation has again demonstrated the close cooperation which
<br />exists between the City of Portsmouth and the Navy in Tidewater.
<br />

<br /> 73-141 The following letter received from Mrs. Adelaide G. Eberly, "HANDS" Chair-
<br />man, Portsmouth Area Council of Garden Clubs, was read:

<br /> "I am writing to you on behalf of the "HANDS'~ committee of the Portsmouth Area Council
<br /> af Garden Clubs concernmng the recycling of glass in the city of Portsmouth.
<br />
<br /> We are all very concerned about a letter that appeared in the April 3rd, 1973 edition
<br />of the Ledger-Star newspaper in the "HOT LINE Column" concerning the relocation of the
<br />ECOS recycling center in Norfolk or Virginia Beach. Tc members of our group have been
<br />trying to get the residents of Portsmouth to save not only bottles, but also newspapers
<br />and cans for recycling for quite some time. We feel that loosing the recycling center
<br />would be a tragic loss fo.r Portsmouth.

<br /> If you will recall, ECOS, INC. began a glass recycling center in our city on
<br />December 2, 1972 with the idea that it would be a pildt program lasting three months.
<br />In January of 1973, there was an announcement in the paper that only 5,000 pounds of glass
<br />had been turned in and that if public interest continued to wane, the center would have
<br />to close.
<br />
<br /> At that time, I personally contacted Mr. D. Steiner and offered'the help of our
<br />Council of Garden Clubs~ He agreed~to come to our January meeting to accept bottles
<br />brought in by our members. With the help of Coleman's Nursery and the Parks Department
<br />in getting an area set up and hav~ng a truck and the large oil drums needed ready and
<br />waiting, we had a very successful collection of about 500 pounds. Information sheets on
<br />ECOS,INC. were given outand our members urged to get the residents of their communities
<br />to save glass bottles and take them to the center. Nine other g~oups participated be-
<br />sides all the garden clubs. We had both TV coverage as well as newspaper publicity.
<br />
<br /> The next ECOS collection day was the Saturday following our meeting. Mr. Steiner
<br />reported that they ~ad the biggest day since the center had opened. They took in 7000
<br />pounds, on that one day.
<br />
<br /> The members of our group feel that, through our GLASS RECYCLING PROJECT, we called
<br />the public's attention to the problem and that they responded. We have been asking other
<br />groups, such as the WOMAN'g CLUB OF PORTSMOUTH and many others to support this pxoject.
<br />As an incentive to other groups we are awarding citations forsp~i~i~iion. As you can
<br />see, we are very much involved with this project and naturally we are very much concerned
<br />about the loss of the recycling center.
<br />
<br /> It seems that EROS has been so successful in Portsmouth that they, are outgrowing
<br />the present location at High and Elm. I am writing to you to see~ if there would be any
<br />Possibility of them getting the 5,000 sq. ft. they,)need through the downtown redevelop-
<br />ment ~ogram, or through any other program sponsored by the city. Since the cost of
<br />rental~seem to be a problem, I wondered if something could be worked out with the city.

<br /> This Glass Recycling Center was started as a pilot program in Portsmouth, it has
<br />been supported by Port~mouth residents and has been a sUccess in Portsmouth. Therefore,
<br />the members of our group would like to see the center stay in Portsmouth and we would
<br />like to know if there would be any way the city of Portsmouth could help."
