A~rit 10, 1973 <br /> <br /> 73-104 - The following ordinance, approved at last meeting, was taken up and read: <br /> <br /> "AN ORDINANCE.TO'APPROPRIATE $8,322 FROM THE GENERAL FUND FOR AN ANNUAL <br /> CONTRIBUTION TO THESOUTHEASTERN TIDEWATER OPPORTUNITY PROJECT." <br /> <br /> On motion of Mr. JOhnson and seconded by Mr. Smith, the ordinance was adopted, and <br />by the following vote: <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, ~entz, Barnes <br /> Nays: None <br /> <br />NEW BUSINESS <br /> <br />73-131.- The following letter received from the Director of Planning, was read: <br /> <br /> "At its regular,monthly meeting on 3 April 1973, the City ~lanning Commission <br />reviewed the site plan for the <br /> <br />"GROUP HOUSING PROJECT GHP-73-Y' <br />"SOUTH STREET APARTMENTS" <br /> <br />located at the southwest corner of South Street and Winchester Drive in Westhaven neighbo <br />hood. <br /> <br /> The proposed developer is Catalina Development Corporation of Virginia Beach, and <br />Baldwin & Gregg of Norfolk are the Engineers and Designers.~ Proposed are 64 garden <br />apartments on 4.53 acres of land for a desity of 14.1 units pe= net acre which is <br />authorized under Residential R-75. The 91 off-street parking spaces seem adequate, <br />and the site plan calls for development of an on-site recreation area. A chain link <br />fence will be erected along the railroad which bounds this property on its southern side <br />A plat accompanies this letter. <br /> <br /> The Planning Commission resolved to recommend approval of Group Housing Project <br />73-3 as submitted." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Smith , to concur in the ~ecommendation of <br />the Planning Commission, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />73-132 The following letter received from the Director of Planning, was read: <br /> <br /> "At its regular monthly meeting on 3 April 1973, the City Planning Commission <br />reviewed redevelopment plans for the Crawford Urban Renewa~ PrOject and noted that very <br />soon Middle Street, south of High Street, will exist only for one block between Columbia <br />Street and a new cul-de-sac known as Wavy Street being constructed by the City of <br />Portsmouth atsong the northern side of South Street, west of Middle Street. <br /> <br /> After careful study, the City Planning Commission resolved to <br />Street south of Columbia Street (only a one block segment residue) <br />as an extension of the new WAVY STREET under construction. <br /> <br />recommend that Middle <br />be ~enamed WAVY STREET <br /> <br /> Mo~ion of Mr. Smith and seconded by Mr. Wentz, to be referred .to the City Attorney <br />for proper ~andling, was adopted by the foll~ug vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: Ndne <br /> <br />73-133 The following letter received from the Director of Planning, was read: <br /> <br /> "At its regular monthly meeting on 3 April 1973, the City Planning Commission <br />received a request from Attorney Marc Jacobson on behalf of Self Service Restaurants <br />to reopen a street closure petition acted upon by this City Planning Commission on 13 <br />November 1962, S-2~62. ~cords show that an ordinance~ of City Council was passed on <br />December 11, 1962 closing a portion of King Street between the east line of Potomac <br />A~enue and the north line of Airline Boulevard. However, applicants, eleven years ago, <br />neglected to apply for appointment of viewers, and there is now legal doubt that an <br />actual closure occurred to the satisfaction of all parties involved. <br /> <br /> The P~anning Commission again resolved to recommend closure of King Street between <br />the east line of Potomac Avenue and tne north line of Airline Bouelvard, subject to <br />retention of a twelve (12) foot easement to maintain, operate and replace a fifteen (15) <br />inch concrete storm d~ain and cast iron drop inlet." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, to be referred to the City Attorney <br />for proper handling, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smiih, Wentz, Barnes <br />Nays: None <br /> <br /> <br />
