5 <br /> <br />A~ril 10~ 1973 <br /> <br /> 73-122 - "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $33,500 for the construction of a Golf Shop at the Sleepy <br />Hole Golf Course. <br /> <br /> The building will be a metal pre-fab on a concrete slab 56' x 40'. The cost <br />of the building erected is $9,860 with the floor costing $2,734. The balance of the <br />cost for the building covers heating, air conditioning,~ plumbing and partitions. <br /> <br /> Weather permitting, the golf course should be opening in late June and no later <br />than the first of July." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the fOllowing ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $33,500 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE CONSTRUCTION OF TtiE PRO SHOPAT SLEEPY HOLE GOLF EOURSE." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Barnes <br />Nays: Wentz <br /> <br /> 75-123 "There has previously been appropriated $18,000 for the study towards <br />granting a Cable Television franchise. In error, these funds were appropriated into <br />the General Fund. It is requested that the City Council authorize this money to be <br />transferred to the Capital Improvement Fund." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the authorization be granted, <br />was adopted by unanimous vote. <br /> <br /> 73-124 "I submit the attached resolution and recommend its adoption. This autho- <br />rizes the acceptance of a bid to purchase surplus Cit¥~o~rned property at the southeast <br />corner of Hatton and Blair Streets in Park View. <br /> <br /> One bid was received by iulis O. Reed in the amount of $3,500. A minimum bid of <br />$3,000 was required.." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE BID OF EULIS <br />G. REED TO PURCHASE CERTAIN CITY-GInNED PROPERTY (BLAIR STREET). <br /> <br /> WHEREAS, the Council of the City of POrtsmouth, Virginia, at a meeting held March <br />19, 1973,resolved to authorize the City Manager to advertise for sale certain Cit~owned <br />property hereinafter~described; and <br /> <br /> IfltEREAS, the City ~anager has caused the said property to be advertised upon certain <br />terms in accordance lth the aforesaid resolution; and <br /> <br /> WHEREAS, Eulis G. Reed has'submitted a. bid:in response to said advertisement, such <br />bid being above the minimum, bid stated and being the.only bid received. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be and he hereby is authorized to. accept the bid of Eulis G. Reed <br />for the following described property. <br /> <br /> BEGINNING at the Southeast intersection of Blair Street with Hatton <br />Street and running thence southerly along Hatton Street 87 feet 3 inches <br />more or tess, thence'easterty~and parallel with Blair Street 125 feet more <br />or less, thence northerly and parallel with Hatton Street 87feet 3 inches <br />more or less to Blair Street and thence westerly;along Blair Street 121 <br />feet more or less to the point of beginning; it being the same property <br />donveyed to the City of Portsmouth by deed of Marie Dowding et als, <br />dated June 20, 1972, and recorded in deed book 598, at page 339 in the <br />Office of the Clerk of the Court of Hustings for the City of Portsmouth, <br />~i~ginia." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-125 - "The City Council previously requested that recommendations be submitted <br />for priorities for storm drainage work that is proposed to be financed with Revenue <br />Sharing funds. This matter has been studied by the Engineering Department and they <br />have furnished me with an initial recommendation in order that this drainage work can <br />begin. <br /> <br /> It is recommended thai the following projects be approved for engineering and constru. <br />tion: <br /> <br /> ~1) Pennock Street area-along Paradise Creek to outfall south of George Washington <br />Highway. Pennock Street, Deep Creek Boulevard, and other affected areas have excessive <br />flooding during periods: of heavy rain. This flooding has resulted in property damage <br />and traffic congestion and may result in injuries. The project could cost between $125,00 <br />and $250,000 depending on the subsoil conditions; The estimate does not include piping <br /> <br /> <br />
