<br />the entire area, but does include replacing that drainage presently inadequate and
<br />piping the most dangerous areas.

<br /> (2) Churchland area adjacent to Towne Point Road on the west and east and bordered
<br />on the east by the Seaboard Coast Line Railroad tracks. The drainage is necessary to
<br />permit development of the area by providing adequate drainage. The development has alread
<br />started and some of the developers have been notified of their assessment for off-site
<br />drainage. The project is presently estimated to cost $406,000 and given a high priority
<br />because the survey is 90% complete. Assessments to developers for off-site drainage
<br />are estimated to be $245,275, leaving the City to finance the remainder of $160,725.

<br /> (3) Airline Boulevard from Victory Boulevard west to Miller's Department Store -
<br />~his drainage is necessary to permit improving the intersection of Victory and Airline
<br />and the development of Airline Boulevard. The estimated cost is $400,000.
<br />
<br /> The total estimated City cost of these projects is $810,72S. City Council has previc
<br />allocated $$86,557 of Revenue Sharing funds for drainage improvements. Tentatively,
<br />another $$80,000 is allocated from revenue funds to be received between July 1 and Decemb¢
<br />31.
<br />
<br /> The Engineering Department is developing a complete list of drainage priorities
<br />which will be furnished to the City Council in the near future."

<br /> 73-126 - "At the last meeting of the City Council, a complaint was presented by
<br />the Highland-Biltmore Elementary School P.T.A. concerning a ditch~in~front of the school
<br />and better parking arrangements. This was referred to the City Manager for a report.
<br />
<br /> The Engineering Department investigated the ditch on Independence Street. They
<br />report that this is a shallow drainage ditch with very little slope. In addition, there
<br />are several short stretches of driveway pipes which seem to be set at elevations that
<br />tend to impede the ftow of water. There is also a yard drain near the school building
<br />which is connected by a pipe line entering the side of the ditch.
<br />
<br /> The ditch can. be regraded so that it will have enough slope to carry the water to
<br />the median ditch in Greenwood Drive. This would require the resetting of all the drivewa
<br />pipes. Also, the ditch would necessarily be deeper and present more of a hazard to auto
<br />traffic and small children than it now does.
<br />
<br /> The recommended solution is to install a pipe drain at the location of the existing
<br />ditch on Independence Street~.the~p!pe to extend from a short distance north, of Kirby
<br />Street to the media~ ditch in Greenwood Drive. This would permanently relieve the draina
<br />problem at the school as the schoolyard drain would be connected to the pipe drain.
<br />Cross street drains at Kirby and Appomattox Streets would provide better drainage for
<br />three intersections. The estimated cost is between $13,000 and $14,000.

<br /> Attached hereto is a copy of a letter received from the Superintendent of Schools
<br />concerning the parking situation."

<br /> Motion of Mr. Holley and seconded by Mr. Smith, to concur in the recommendation of
<br />the City Manager.

<br /> Substitute motion of Mr. Smith and seconded by Mr. Wentz, the matter
<br />the City Manager to move closer to top of priorities and if this is done,

<br /> 73-127 'I submit the attached agreement between Wimbrough ~ Sons, Inc. and the
<br />City and recommend the proper City officials beauthorized to sign. This is an amendment
<br />to the agreement signed in 1960. it amends the rate to be paid by the City for the diggi~
<br />of graves from $50.00 to $75.00 for graves over four feet. For graves under four feet,
<br />the rate is $35.00.'

<br /> 75-128 - "At a recent meeting of City Council, I was requested to look into the
<br />problems faced by the criminal justice system in bonding and bail of felons. In this
<br />connection, t discussed this with the Judges of the Courts of. Record, the Municipal Court
<br />Judge, and the Commonwealth's Attorney. I am advised that under both Virginia law and
<br />the United States Constitution, all persons charged with crimes are entitled to reasonabl~
<br />bail unless the Commonwealth is able to show proper cause te believe that (1) he will
<br />not appear for trial, and (2) his liberty ~ill constitute unreasonable danger to the
<br />public.
