<br /> NOW, TH//REFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Southern Standard Building Code, 1969 edition with the 1972 revision thereto,
<br />the Southern Standard Plumbing Code, 1971 edition with the 1972 revision thereto,
<br />the Southern Standard Gas Code, 1969 edition ~witb the 1970 revision thereto, and
<br />the Southern Standard Mechanical Code, 1973 edition, are as amended and adopted by
<br />this Council in substantialconformity with th~_proposed Uniform State Wide Building
<br />Code, and such being the case, the Council deems it in the best interest of the City
<br />that such codes remain in effect for two years from the effective date of the State
<br />Code so as to allow an orderly transition to said State Code.
<br />
<br /> BE IT FURTHER.RESOLVED by. the. Council of the City of Portsmouth, Virginia, that
<br />it hereby directs the Building O~ficial to make application to the-Board of State
<br />Building Code Review for a two year extension of the above-referenced building codes
<br />so as to allow a more orderly implementation of the Uniform State Wide Building Code."

<br /> 73-114 - "I have received the attached letter from Virginia Port Authority requestin
<br />the approval of capital expenditures at the Portsmouth Marine Terminal. I have reviewed
<br />the current income and cash projections for the terminal and feel that the revenues
<br />will support this request.
<br />
<br /> It is to be noted that should the:revenues not be forthcoming that the projects
<br />will be curtailed. I recommend that the City COuncil approve these expenditures
<br />from surplus funds generated at the Portsmouth Marine Terminal.'
<br />
<br /> On motion of Mr. king and seconded by Mr. Smith, to concur with the recommendation
<br />of theCity Manager, was~adopted by the following vote:

<br /> 73-115 - "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $444,000 for the construction of sewers in Green Lakes
<br />and Portsmouth Acres.

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the £ollowing ordinance was
<br />approved:on £irst reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $444,000 FROM THE. GENERAL CAPITAL IMPROVIDENT
<br />FUND FOR THE CONSTRUCTION OF SEWERS IN THE GREEN LAKES AREA."

<br /> Notion of Mr. ~mith and seconded by Mr. Johnson, the contract be awarded~to

<br /> 75-116 "I submit the attached ordinance and recommend it be placed on first
<br />reading. This-appropriates $29,000 for the Highway-Safety Project known as "Safety
<br />To~n." These are Federal funds the Police Department has received from the State
<br />Highway Safety Division.
<br />
<br /> "Safety Town" is being constructed on City-owned property on Deep Creek Boulevard
<br />and will be used to teach school children traffic safety with emphasis on safe walking
<br />and cycling practices. It will consist of streets and uniform traffic control devices
<br />as used in Virginia. 'It is designed to assure that the street system and environment
<br />conform as realisticatlyas p~ssible to the devices' and situations ~th~t might be
<br />encountered in'real life by the child pedestrian. It will contain railroad crossings,
<br />bus zones, business and residential driveways, an alleyway, visibility obstructive
<br />shrubbery and~other conditions in which pedestrian accidents have occurred.
<br />
<br /> The Portsmouth Police Department, in coordination and with the cooperation of
<br />the Portsmouth Pubtic School System, has developed the program that will be presented
<br />to the school children. The programwi11 be flexible enough ~o gear itself to the
<br />various age groups."
