At a regular meeting of the City Council, held on April 10, 1973, there were present <br /> <br />Jack P. Barnes, E. Saunders Early, Jr., James W. Holley, Burrell R. Johnson, <br />Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., <br />City Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br />Prayer was offered by Councilman King. <br /> <br /> Mayor Barnes extended a word of welcome to visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes <br />was adopted by the following vote: <br /> <br />as received, <br /> <br />Ayes: Barly, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The following reports from the City Manager were read: <br /> <br /> 73-112 - "I submit the attached ordinance and recommend it be <br />reading, This adoptsthe Southern Standard Mechanical Code as the <br />Code for the City of Portsmouth. <br /> <br />placed on first <br />official Mechanical <br /> <br /> This Code has just become available~and th~adoption of this will complete <br />the City's Code package. This <br />directs the Building Officialto make application to the-Board of-State Building Review <br />for a two-year extension of the..City s currently effective'codes. <br /> <br /> The State Board..has,adoptedthe~ BOCA Cod~s as the .official code for the State <br />of Virginia, covering Building, Plumbing, Gas and~Mechanical. The City of Portsmouth <br />usesthe Southern Standard Codes as does some £ifty~localities in Virginia, <br /> <br /> Portsmouth is required to adopt the BOCA.Codes; however, there is a provision <br />in the State Code to allow.a~extension_of ,two_ years from_the eff~ctiv~ date of the <br />State-wide'building codes which is September 1, 1973, It is'necessary for~the City <br />to make application ta the State Board to ,receive an extension:to use,the Southern <br />Standard Codes," <br /> <br /> On metion of ~/r. Hous~ng ha~-or w~lladopt :an~ trtomulgate a Uni~o,rm(~tatewide Build- <br />ini!Co~e and such building code when soadoptedwill,supercede certain building codes <br />now in effect in the City of Portsmouth; and <br /> <br /> WHEREAS, said codes which are presently effective~nd:which~ill .be superceded <br />by ~he adoption'of said Uniform .State:Wide Building,Code_a~e as £01Io~s,- the Southern <br />Standard Building Code, i969~edition with the .1972 revision.thereto; the Southern <br />Standard Plumbing Code, 1971'edition with.:the 1972 re~ision thereto} the Southern <br />Standard Gas Code, 1969 edition with the,1970 revision theretO; a~the Southern Standard <br />Mechanical Code, 1973 edition, all of-which as amendedhave been adopted by incorporation <br />and <br /> <br /> -~ WHEREAS, Section 36-101 of the Code.of Virginia, 1950~ as amended, permits that <br />if.such local:codes-a~e-insubsta~tial conformitywith the duly adoptedUniform State <br />Wide~Building Code, the..local codes_may,,with.the concurrence of~,the Board of State <br />Building CodeReview'~ remain in effect for ~wo years from the effective,date of said <br />State Code. <br /> <br /> <br />
