<br /> · HEREAS, the City and the Authority have been informed by the Department of Housing
<br />and Urban Development that the City must further commit itself to the subsidizing of the
<br />cost of construction of no more than 90 Iow-income housing units if funds for such
<br />are not forthcoming in any manner from any federal, state or other source in order that
<br />the Effingham Project (Va. R-72) might be approved; and
<br />
<br /> h~tEREAS, such subsidized low-income housing units must be constructed within the cot
<br />rate limits of the City of Portsmouth;.and
<br />
<br /> PatEREAS, such subsidized low-income housing units may be constructed and so subsidiz
<br />during the life of the project under any appropriate and feasible development/ownership
<br />scheme; and
<br />
<br /> WHEREAS, such low-income housing units shall be subsidized only
<br />funds for the construction thereof shall not be forthcoming from any
<br />or other sources.

<br /> 73-151 "I submit the attached ordinance and recommend it be placed on first readin
<br />This appropriates $5,000 towards the cost of repairing the south wall of Oak Grove
<br />
<br /> In August of 1972, City Council appropriated $10,000 for repairs to this wall.
<br />The Engineering Department had estimated this to be the-cost. One bid was received
<br />in February of 1973 with a price of $22,543 to do this job. The Engineering Department
<br />felt that:this price was excessive and the bid was refused. Negotiations were then
<br />conducted to have this project accomplished at a lesser cost.
<br />
<br /> Agreement has been reached with Aldo Construction Corporation to repair this wall
<br />at a cost of $13,520. This firm will do the concrete work and City forces will straighte
<br />up the wrought iron fence. The painting of this fence will also be done by City forces.
<br />It is recomanended that Aldo Construction Corporation be awarded this job."
<br />
<br /> On motion of Mr. Johnson and seconded by-Mr. Smith, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $5,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR REPAIRS TO THE WALL AT OAK GROVE CEMETERY."

<br /> Motion of Mr. King and seconded by Mr. Smith, that the repairs to cemetery wall be
<br />awarded to Aldo Construction Corporation, being low-bidder, was adopted by the following
<br />vote:

<br /> 75-151A - "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $173,000 to cover the cost of construction of the Brandon
<br />Square pump station, a force main from the pump station to the proposed north Churchland
<br />interceptor, and a gravity interceptor on River Shore Road.
<br />
<br />Bids were received for the Brandon Square pump station on April 19, 1973, as

<br /> This pump station will be the primary station for Brandon Square and Edgefield,
<br />and a secondary station for the entire area of Southampton, Peachtree, Longpoint, River
<br />Shores and Twin Pines. It is recommended that this contract be awarded to Welch Indus-
<br />tries, Inc.
<br />
<br /> Bids were also opened on the related force main from the pump station to the propose
<br />north Churchland interceptor. The following bids were received:
