ADril 24~ 1973 <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF AXSON STREET <br />BETICEEN KENNEDY DRIVE AND PARTRIDGE STREET (FORMERLY PORTER ROAD). <br /> <br /> WHEREAS, ~A. T. Larsen, Alice Z. Larsen, and Nancy C. Nelson have made application <br />to vacate and close the hereinafter described portion of a certain street and <br />it appearing that notice of the application and request for the appointment of viewers <br />was duly posted on April 10, 1973, on the bulletin board of the Court of Hustings <br />for the City of Portsmouth, on the bulletin board of the Circuit Court of the City <br />of Portsmouth, and on the bulletin board of the Municipal Court, Civil Division, <br />of the City of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, Louis J. Leitner, L. A. Clark, Zalmon I. Blachman and R. <br />Irvine Smith, be appointed viewers to view the hereinafter described portion of <br />such street and report to this Council in writing whether in their opinion, any, and <br />if any, what inconvenience would result from vacating and closing the following: <br /> <br /> All that portion of Axson Street lying between the northern right of way <br />line of Kennedy Drive, as extended across Axson Street, and the southern <br />right of way line of Partridge Street (formerly Porter Road); said portion <br />to be closed is unpaved and is SO feet in width and approximately 100 feet <br />in length." <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />it be placed on first <br />intersections with Columbia <br /> <br /> 75-149 - "I submit the attached ordinance and recommend <br />reading. This changes the name of Middle Street between its <br />and South Streets to Wavy Street. <br /> <br /> This has been recommended by the Planning Commission because of Middle Street <br />being severed between High Street and Columbia by the mall and parking lot." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO CHANGE THE NAME OF MIDDLE STREET BETWEEN ITS INTERSECTIONS <br />WITH.COLUMBIA AND SOUTH STREETS TO WAYY STREET." <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 75-150 "I submit the attached resolution and recommend its adoption. This certif <br />fies to the Department of Housing and Urban Development that the City of Portsmouth <br />will be responsible for providing 90 units of low-income housing for the Effingham <br />Street Project. <br /> <br /> Due to the elimination of all Federal housing programs, the only method available <br />to qualify the Effingham Project is for the City to assure HUD that it.will provide <br />these housing units if no Federal housing program is available in the future. It is <br />to be understood that the City is certifying to this only if there are no Federal housin <br />programs at such time as it is necessary to construct these units." <br /> <br /> The following letter received from George F. Davis, Chairman, Municipal Finance <br />Commission, was read: <br /> <br /> "The Municipal Finance Commission at its regularly scheduled meeting on April 18, <br />1975, was given a presentation on the Effingham gro. ject in Southside. <br /> <br /> The request, made by Department of Housing and Urban Development during your meetin <br />in Richmond, for @0 additional housing-units for low income families, was reviewed and <br />discussed in detail. Also, the financial implications and alternatives were discussed, <br />taking into consideration the need for renewal in Suuthside and possible effects this <br />project could have on the City's bonded indebtedness and special revenue sharing quotas. <br /> <br /> In view of the above, the Municipal Finance Commission adopted a motion by unanimous <br />vote of all members present, that we urge City Council to adopt a resolution assuring <br />the creation of..9~ hn~ing units for low income families, should ~h~y not become availabl <br />through other governmental programs." <br /> <br /> On motion of Mri Smith and seconded by Mr. Holley, the following resolution was <br />adopted, and by the following vote: <br /> <br />'A RESOLUTION COMMITTING THE CITY OF PORTSMOUTH TO SUBSIDIZE THE COST OF <br />CONSTRUCTION OF NO MORE THAN 90 LOW-INC~B HOUSING UNITS IN THE ABSENCE <br />OF FEDERAL OR OTHER SUBSIDIES, SUCH UNITS TO BE LOCATED WITHIN THE CITY, <br />IN CONSIDERATION OF THE APPROVAL OF THE EFFINGHAM PRO~ECT, (VA. R-72). <br /> <br /> ~tBRBAS, the Portsmouth Redevelopment and Housing Authority and the City of Portsmo~ <br />by its City Council, approved on March 12/1973, a Conservation and Redevelopment Plan <br />for the Effingham Project (Va. R-72), and thereafter executed such documents as were <br />necessary to effectuate said project; and <br /> <br /> <br />
