I'Anson of the Virginia Supreme Cour~ in the new First Federal Savings and Loan <br />Building on Crawford Street. Since Councilman Robert W. Wentz, Jr. is an officer <br />of the corporation With which our contract of lease is made, cer~tain procedures as <br />forth in the Virginia Conflict of Interests Act must be followed. <br /> <br />set <br /> <br /> Accordingly, I hereby report to you that Councilman Robert W. Wentz, Jr. did not <br />participate in any way in the negotiation or execution of the lease of these premises <br />as an officer or agent of the City of Portsmouth. T. Eberly concern- <br />ing the recycling of glass in the City of Portsmouth to me for investigation and report. <br />Mrs. Eberly, representing the Portsmouth Area Council of Garden Clubs, expressed a desire <br />that the City investigate possibilities of ECOS getting S,000 sq. ft. of building space <br />through the downtown redevelopment program or any other program sponsored by the City. <br /> <br /> We have contacted Mr. Danny Steiner who operates the recycling center located in <br />an abandoned service station at High Street and Elm Avenue. Mr. Steiner stated that <br />this building is on the market for sale and, if sold, he has no place to move his operatic <br />since he needs at least 5,000 sq. ft. of warehouse space and can only Pay very minimum <br />rent for a building. He would like to maintain the operation in Portsmouth and plans <br />to open a center in Norfolk. He stated that he could not pay over $200.00 per month <br />for both the Portsmouth location and the Norfolk location. He asked whether or not <br />the City has warehouse space which he could use and was advised that the City is very <br />short of space and presently needs to acquire a considerable amount.of warehouse space <br />for storage of voting machines and other equipment. Mr. Steiner also asked if the City <br />could lend him a truck to use on Sundays for transporting glass to his center. He was <br />advised that we could not lend City equipment to individuals for use in their business. <br />He was also advised that the City plans to sell some trucks at auction around the 10th <br />of June. These are pick-ups and dump trucks which arebeing replaced by new equipment <br />and will sell at a reasonable price. Arrangements have been made with the Director <br />of the City Garage for Mr. Steiner to see the trucks that are to be sold. Mr. Steiner <br />was referred to the Chamber of Commerce for help in locating building space. We have <br />contacted Col. Daughtry who has agreed to look into the matter. <br /> <br /> I have recently received a letter from Mrs. Harry Sharp, representing the Portsmouth <br />Woman's Club, relating to this matter. <br /> <br /> I do not know of any program sponsored by the City which will allow us to subsidize <br />rent and equipment for operation of this business." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to be received as information and <br />appropriate letter outlining the City policy be forwarded to Mrs. Eberly and interested <br />parties, was adopted by unanimous vote. <br /> <br /> Motion of Mr. Holtey and seconded, by Mr. Smith, that the City Manager explore the <br />asp~ets of the City becoming involved in the recycling of any waste products and to <br />f6llow that on a broader basis through the Federal Coordinator, was. adopted by unanimous <br />vote. <br /> <br /> 73-148 "I submit the attached resolution and recommend its adoption.
