April 24, 1973 <br /> <br />caused by said utilities, the City of Portsmouth hereby agrees to be responsible <br />for said claims, provided it may legally do so and further provided that the City <br />is advised in writing by the State Highway Department at the time of delay that the <br />road contractor intends to file a claim." <br /> <br />Ayes: Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 75-145 "I submit the attached resolution and recommend itS~adoption~ This <br />is the resolution requested by City Council opposing the severance of Route 17 due <br />to the construction of Interstate 664 and the Belleville Connector in Churchland. <br /> <br /> This resolution is to be forwarded to the State Highway Commission and members <br />of Portsmouth's General Assembly delegation. <br /> <br /> The following letter was received f~Om'Plannimg_Commission: <br /> F <br />a "As per your ~ishes expressed on 2 1973, this Commission and its advisors <br />confe~m~ithfo ~%~igR,~ays'on .9~Ap~iI 1973 concern- <br />ing p~$~B42~f December 1972. <br /> <br /> This Commission from discussion and research has begun to sense a potential hard- <br />ship for commerce along U.S. Route 17 from the Beltway to Churchland High School if <br />design of corridor H-1 does not provide adequately for traffic interchange between the <br />business highway and the~Western Freeway. Consultants provide a conservative minimum <br />estimate for 1995 of 16,600 vehicles per day on Route 17 at Fores Haven Lane if H-1 <br />corridor design materialized. (For comparative purposes U.S. Route 17 east of Tyre Neck <br />Road carries 18,000 ~ehicles per day.) Moreover, 52,000 vehicles would utilize the <br />Western Freeway at a point just north of Forest Haven Lane. Since this business strip <br />along Route 17 will generate considerable local traffic not factored in the traffic pro- <br />jection, this Commission questions action to divert arterial flows onto Route 17 east <br />of the Beltway. This Commission is awed by complexity of design considerations for <br />interchanging traffic among 1-664, the Beltway, the~Western Freeway, Route 13S and U.S. <br />17 and again congratulates the State Highway Department on its 1-664 efforts to-date. <br /> <br /> This Commission has learned that the Virginia Highway Coramission will be holding <br />its next regular meeting in Natural Bridge on 26 April 1975 and will in all liklihood <br />endorse corridor "H-i" for 1-664. <br /> <br /> This:~Commission recommends that City Council request the State Highway Commission <br />on April Z6th to move immediately into a~detailed consideration of pages 342-4 of its <br />1-664 repert where now the only problem south of Hampton Roads seems to remain unre- <br />solved.'' <br /> <br /> The following ~eq~est to speak~ was received:from Thomas D. Blanchard, Jr., Executive <br />Secretary, Community Action In~orporated~ <br /> <br /> "This is to request that permission be granted to a representative of Community <br />Action, Inc. to speak at the April 24, 1973 session of Portsmouth City Council. <br /> <br /> We wish to speak with regard to the proposed resolution to be forwarded to the <br />Virginia Department of Highways regarding the alle~6severance of U.S. route 17 in the <br />1-664, Corridor H-1 proposal." <br /> <br />Mr. Blanchard spoke. (See Exhibit 73-15S) <br /> <br /> On motion of Mr. Johnson and seconded by Mr. F~mith, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF <br />PORTSMOUTH TO A PROPOSED INTERRUPTION OF ROUTE 17 WHERE IT MEETS THE <br />INTERCHANGE WITH THE PROPOSED INTERSTATE 664 AT THE BELLEVILLE CONNECTOR <br />IN CIf0RCHLAND. <br /> <br /> ~HEREAS, the Council of the City of Portsmouth held an advertised public hearing <br />on April 9, 197~, concerning, among other items, amendments to the City's Comprehensive <br />Plan; and <br /> <br /> WHEREAS, one of these amendments to the Comprehensive Plan proposes a designed <br />interruption or dead-ending of Route 17 where it meets the interchange of the proposed <br />Interstate 664 at the Belleville Connector in Churchland; and <br /> <br /> ~rHEREAS, such proposal was derived from a study entitled "I-664 Corridor Location <br />Study", prepared by McGaughy, Marshall and McMillan - Sverdrup and Parcel, and specifical <br />page 342 thereof; and <br /> <br /> ~fiqEREAS, many citizens of Portsmouth are adamantly opposed to any interruption <br />or dead-ending of Route 17 at such location; and <br /> <br /> hrflEREAS, the Council of the City of Portsmouth has determined that it would not <br />be in the best interest of the City of Portsmouth to so interrupt Route 17 at the <br />aforesaid location. <br /> <br />Y <br /> <br /> <br />
