These additional credits <br />amount to $1,093,077; however, it is necessary to file an amended Cooperation Agreement <br />to qualify these credits. There is attached a breakdo~m of these credits." <br /> <br /> On motion of Mr. Johnson, and seconded by Mr. Smith, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION OP THE COUNCIL OP THE CITY OF PORTSMOUTH AUTHORIZING T~ CITY <br />MANAGER TO EXECUTE A COOPERATION AGREEMENT WITH THE PORTSMOUTH REDEVELOP- <br />MENT AND HOUSING AUTHORITY FOR THE CRAWFORD REDEVELOPMENT PROJECT (VA R-53). <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, approved on August 8, <br />1967 a Redevelopment Plan for the Crawford Urban Renewal Project, VA R-S3; and <br /> <br /> WHEREAS, the most recent amendment <br />Redevelopment and Housing Authority and <br />19, 1972; and <br /> <br />to said plan has been approved by the Portsmouth <br />the Council of the City of Portsmouth on December <br /> <br /> P~ERBAS, it is necessary for <br />will make certain improvements or <br />requirement to said Project; and <br /> <br />the City of Portsmouth to make assurances that it <br />pay certain monies to satisfy its local grant-in-aid <br /> <br /> ~{EREAS, a Revised Cooperation Agreement, evidencing agreement between the Portsmouth <br />Redevelopment and Housing Authority and the City of Portsmouth, has been prepared which <br />sets forth the City's financial responsibilities in the undertaking of said Project; <br />and <br /> <br /> WHEREAS, <br />has found the <br />Renewal Plan, <br /> <br />this Council has reviewed the proposed Revised Cooperation Agreement and <br />agreement to be consistent with the requirements of the Crawford Urban <br />as amended. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Revised Cooperation Agreement for the Crawfor <br />Urban Renewal Project, VA. R-SS, between the Portsmouth Redevelopment and Housing Authorit <br />and the City of Portsmouth is hereby approved and the City Manager is authorized to <br />execute on behalf of the City said Revised Cooperation Agreement, and the City Clerk <br />is directed to attest and affix the seal of the City to the same." <br /> <br />Apes: Ear~y, Holley, Johnson, King, Smith, W~mtz, Barnes <br />Nays: None <br /> <br /> 73~169 "I submit the attached resolution and recommend its adoption. This amends <br />an agreement, in effect between the Cities of Chesapeake, Norfolk, Virginia Beach and <br />Portsmouth concerning inter-city police cooperation. <br /> <br /> There was an agreement adopted in 1970 providing for this inter-city police cooperati <br />between the four jurisdictions, which allows police from our City to work in another. <br />This amendment provides that the jurisdictions must be notified when another city's <br />police personnel are working in their boundaries." <br /> <br /> On motion of.Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A-RESOLUTION APPROVING THE T~4S AND CONDITIONS AND AUTHORIZING THE EXECUTION <br /> OF AN AGREEE{BNT BETWEEN THE CITIES OF CHESAPEAKE, NORFOLK, PORTSMOUTH AND VIRGINIA <br /> .BF~tCR-RB~AT~NG TO INTERCITY POLICE COOPERATION AND JURISDICTION. <br /> <br /> W~EREAS, Section 15.1-151.5 of the Code of Virginia, 1950, authorized municipalities <br />to enter into police cooperation agreements; and <br /> <br /> W~ERBAS, the Council of the City of Portsmouth, Virginia, deems such an agreement <br />necessary and entered into same on September 29, 1970; and <br /> <br />W~EREAS, certain particulars of that agreement must be amended; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the terms and conditions of a certain agreement between the cities of Chesapeake, <br />Norfolk, Portsmouth and Virginia Beach relating to intercity police cooperation and <br />jurisdiction as amended, a copy of which is attached hereto, are hereby approved. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager is hereby authorized and directed to execute said agreementf" <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-170 "Attached please find the resolution that is necessary for adoption by <br />this Governing Body in order that we might submit our application for the Workable Progran <br />Recertification. <br /> <br /> The Workable Program for Community Improvement is the official plan of action for <br />effectively dealing with the problem of urban slums and blight, utilizing the appropriate <br />and available resources. It seeks to establish a well-planned community and a healthy <br />environment for family life. <br /> <br /> Essential elements of this Workable Program are codes, codes enforcement, planning <br />and programming, housing and relocation, and the provision for citizen involvement. <br /> <br />n <br /> <br /> <br />
