FOR COMMUNITY IMPROVEMENT. <br /> <br /> ~EREAS, application must be made to the U. S. Department of Housing and Urban <br />Development for recertification of Portsmouth's Workable Program for Community improvement <br />and <br /> <br /> ~EREAS, such recertification is necessary for Portsmouth to remain eligible for <br />funds under various federal aid programs; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the application for recertification of PortSmouth's Workable Program for Community <br />Improvement, as prepared by the City Manager, is hereby approved. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized and directed to do all <br />that is necessary to secure the recertification of said program by the Department of <br />Housing and Urban Development." <br /> <br />Ayes: Emrly, Holley, JohnsOn, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-171 "I submit the attached ordinance and recommend it be placed on first reading <br />This closes a portion of Columbia Street to the rear of Lewis Chevrolet car .lot south <br />of Turnpike Road. <br /> <br /> The closing has been requested by Lewis Chevrolet Corporation and approved by the <br />Planning Commission. A report of the viewers is attached hereto." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF COLUMBIA STREET." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, ~entz, Barnes <br />Nays: None <br /> <br /> 73-172 "I submit the attached ordinance and recommend it be placed on first reading <br />This appropriates $88,000 for the purchase of the Merchants and Farmers Branch Bank <br />at 162S High Street. <br /> <br /> This appropriates the funds necessary to purchase the building and provides the <br />authorization required to borrow the funds so that revenue received from sale of food <br />stamps may be used to pay for the building. <br /> <br /> The purchase of this building was recommended by the Municipal Finance Commission <br />in their letter to City Council dated October 20, 1972. Their recommendation was adopted <br />and authorization to proceed was given October 24, 1972." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO/~.-'P~OPRIATE$88,000 FROM THE GENERAL CAPITAL IMPR~V:EMENT <br />FUND FOR THE PURCHASE OF MERCHANTS AND FARMERS BANK AT 162S HIGH STREET." <br /> <br />Ayes: Holley, Johnson, King, Smith, Barnes <br />Nays: Early, Wentz <br /> <br /> 73-173 - "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $1,491,374 for construction of parking ramps over Edinburgh <br />Square, located on County Street between Crawford and Middle Streets. <br /> <br /> This appropriation provides $1,274,000 for the contract for construction of the <br />parking ramp, $64,974 for engineering fees, $127,400 for contingencies, and $2S,000 <br />for interest during construction. <br /> <br /> The Parking Authority was advised during their early planning for the parking ramp, <br />that the maximum amount that could be allowed for the bonding of this facility would <br />be $1,500,000. The contract for construction plus all additional fees and costs do <br />not exceed our original commitment; therefore, I recommend adoption of this ordinance." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br /> <br />
