73-164 - "I recommend that I be authorized to accept a proposal of Hayes, Seay, <br />Mattern and Mattern to design utility lines on the proposed West Norfolk Bridge. <br /> <br /> The above firm are the Engineers employed by the State Highway Department to <br />design the bridge. The Highway DeparZment has approved the installation of two 24-inch <br />sewer lines and one 16-inch water line on the new bridge; however, the City must bear <br />the cost of the design and installation. It is to the advantage of the City to have <br />these lines and designed and constructed when the bridge is built. <br /> <br />The cost for the design of these utility lines is $3,050." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, to concur in the recommendation of <br />the City Manager, was adopted by the following vote: <br /> <br />Ayes: Early, Holtey, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-165 "I submit the attached agreement and recommend the proper City officials <br />be authorized to sign. This extends the present municipal electric service contract <br />with the Virginia Electric and Power Company on a month-to-month basis. The present <br />agreement expires June 30, 1973. <br /> <br /> The State Corporation Commission has ruled that the Virginia Electric and Power <br />Company cannot provide special municipal rates at the expense of its other customers. <br />This decision by the Commission has been appealed, however, so VEPCO is suggesting the <br />continuance of the current contract on a month-to-month basis." <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson, that the proper City officials be <br />authorized to sign, was adopted by the following vote: <br /> <br />ArEs: Early, ttolley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> ~5-166 "I submit the attached letter from the City Manager of the City of Chesapeak <br />I recommend the attached resolution be adopted." <br /> <br />Letter from Durwood S. C~rling, City Manager, Chesapeake as follows: <br /> <br /> "At the Chesapeake City Council ~eeting held on 24 April 1975. Council adopted a <br />resolution requesting the State Highway Department to program a project for the recon- <br />struction of the Hedges Ferry Bridge, and the reconstruction of a portion of Portsmouth <br />Boulevard from the bridge westward to a point approximately one-genth of ammile~west of <br />Taylor Road, in the City of Chesapeake. <br /> <br /> Council requested that the Portsmouth City Council be asked to endorse these pro- <br />jects by the passage of an appropriate resolution addressed to the~%irginia Department <br />of Highways. On behalf of the Chesapeake City Council, I would appreciate your bringing <br />this matter to the attention of your Council at your earliest convenience." <br /> <br /> ~n motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />'A RESOLUTION REQUESTING THE VIRGINIA DEPART~IENT OF HIGHWAYS TO INSTITUTE A PROJECT <br />FOR THE REPLACEMENT OF THE HODGES FERRY BRIDGE AND A PORTION OF STATE ROUTE 537. <br /> <br /> WHEREAS, the Council of the City of Portsmouth has determined that there is a great <br />need for the replacement of the bridge carrying State Route $57 over the western branch <br />of the Elizabeth River (Hedges Ferry Bridge), and the western approach thereto; and <br /> <br />that <br />and <br /> <br />~EREAS, the structural integrity of said bridge has <br />it has become necessary to limit the gross weight on <br /> <br />deteriorated to such an extent <br />said bridge to eight tons; <br /> <br /> WHEREAS, the present width of said bridge is inadequate to handle current traffic <br />volumes; and <br /> <br /> PCHEREAS, that portion of State Route 337 to the west of such bridge is also inadequat <br />to carry current traffic volumes; and <br /> <br /> ~fl{EREAS, the Hedges Ferry Bridge and said western approach thereto is a vital transpc <br />tation link for the citizens of Portsmouth in both their travels to Chesapeake and to <br />the Churchland area of Portsmouth; and <br /> <br /> WHEREAS, the proposed <br />Boulevard (State Route 337) <br />to use said bridge; <br /> <br />extension of Tyre Neck Road from Bruce Road to Portsmouth <br />will further encourage citizens of Portsmouth and Chesapeake <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth does <br />hereby request the Virginia Department of Highways to institute a project for the replace- <br />ment of the Hedges Ferry Bridge with a modern four-lane high level span and the reconstruc- <br />tion of State Route 537 from the Hedges Ferry Bridge westward to a point approximately <br />one-tenth of a mile west of Taylor Road. <br /> <br /> BE IT FURTHER RESOLVED that said road reconstruction should consist of a four-lane <br />divided highway with appropriate turning storage lanes at Dock Landing Road and Taylor <br />Road." <br /> <br /> <br />
