Februar~ 23, 1999

This partnership has resulted in less reluctance by victims to report incidents, and
more cooperation among agencies, thus resulting in cases getting to court faster and
an increase in successful prosecution.

Increased successful prosecutions send a message to abusers and perpetrators that
neither the Court nor the community will tolerate domestic violence, sexual assault
or stalking of women.

Financial Impact:

The Criminal Justice Service Grant
Local Cash Match
In-kind Match

$61,197
8,041
15,902

$85,140

· The Commonwealth's Attorney's office will provide a cash match of $8,041 and an
in-kind match valuing $15,902.

· These funds have already been identified in the existing budget.

Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to transfer $85,140 from
the Grants Contingency Account for the Support Training Education Program (STEP)
Grant on Violence Against Women, and was adopted by the following vote:

Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley
Nays: None

99-46 - Adoption of a motion to transfer $523,000 from the Budget Contingency
(Emergency) to provide the appropriation to reimburse the various departments in the
General Fund that incurred costs associated with Hurricane Bonnie.

Recommendation:

Approval to authorize the transfer of $523,000 from the Budget Contingency
(Emergency) to provide the appropriation to reimburse the various departments
within the General Fund that incurred costs associated with Hurricane Bonnie.

Purpose and Need:

During Hurricane Bonnie and the clean-up necessary afterwards, various
departments of the City incurred expenses that are being reimbursed by the Federal
Emergency Management Agency (FEMA).

While these costs are being funded by the Federal Government, it has been
necessary to use appropriations from the department budgets to pay for these
expenses.

· The transfer will permit the reimbursement of appropriation to the lines of the various
departments affected.

Financial Impact:

· Since the Federal Government is reimbursing these costs, there is no financial
impact on the City's operating budget.

Motion by Mr. Pitts, and seconded by Mr. Robinett, to transfer $523,000 from the
Budget Contingency (Emergency) to provide the appropriation to reimburse the various
departments in the General Fund that incurred costs associated with Hurricane Bonnie,
and was adopted by the following vote:

Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley
Nays: None
