Februar~ 23, 1999 <br /> <br />Purpose and Need: <br /> <br />· These easements affect the former "The Max" restaurant site, which is scheduled for <br /> development into a hotel site. <br /> <br />· This action clears the way for a clean site for construction. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE <br />MAINTENANCE AND STORM DRAINAGE EASEMENTS ADJACENT TO THE <br />SEAWALL AND TO PERMIT THE PORTSMOUTH INDUSTRIAL DEVELOPMENT <br />AUTHORITY TO ENCROACH ON CERTAIN RIGHT-OF-WAY ALONG WATER <br />STREET. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />That the City Manager be, and he hereby is, authorized to release a maintenance <br />easement, and a storm drainage easement reserved by the City of Portsmouth in <br />Deed Book 634, at page 153, Clerk's Office of the Circuit Court of the City of <br />Portsmouth, said releases to be for the purpose of preparing the site for <br />development of the Conference Center and Hotel Project approved by Resolution <br />R-98-2 and subsequent actions of Council; and <br /> <br />That the City Manager be, and hereby is, authorized to grant unto the <br />Portsmouth Redevelopment and Housing Authority or unto the Portsmouth <br />Industrial Development Autority such encroachment permits along Water Street <br />as may be necessary to accommodate said Project." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99-45 - Adoption of a motion to transfer $85,140 from the Grants Contingency Account <br />for the Support Training Education Program (STEP) Grant on Violence Against Women. <br /> <br /> This is the third year of four-year grant to assist female victims of domestic <br />violence, sexual assault and stalking. The City has a 25% local match. <br /> <br />Recommendation: <br /> <br />· Approval of a motion to transfer $85,140 from the Grants Contingency Account for <br /> the Support Training Education Program (STEP) Grant on Violence Against Women. <br /> <br />Purpose and Need: <br /> <br />· The Criminal Justice Board has approved a grant for the City of Portsmouth to <br /> continue STEP. <br /> <br />This is the third year of a four-year grant. This program employs full-time special <br />prosecutor and a victim advocate to assist female domestic violence, sexual assault <br />and stalking. Because of the high number of incidents and the sensitivity of these <br />types of cases, more time is needed to effectively prosecute them. <br /> <br />A Council that includes representatives from the Commonwealth's Attorney's Office, <br />H.E.R. (battered women's shelter), Police Department, Magistrate's Office, Maryview <br />Medical Center, Navy Family Advocacy Program, and Children's Hospital of the <br />King's Daughters was established to develop a coordinated and cooperative <br />approach for treatment of victims. <br /> <br /> <br />
